Since latest update I get I Tunes Library .itl cannot be read because it was created by a newer version.  How can this be fixed.

Since the latest update I can't open I Tunes and get "I Tunes library .itl cannot be read because it was created by a newer version.  How do I fix this.  I have Windows 7.  I have no idea where to find the libraries or anything.  This happened on my desktop.
Help me please.

    Since yesterday I have been trying to get my iTunes to allow me to sync my iPhone with it to get the latest update. However, once I finally managed to download it iTunes would now allow for it to sync, telling me I needed the 64 bit iTunes which I already had and had downloaded at least 4 times trying to get it to work.
    I followed someone elses advice and uninstalled all apple products and went to reinstall it and now I am getting the following message.

    It sounds as though the system restore that you've done has reverted your computer back to a previous version of iTunes. In iTunes look at Help/About iTunes and as the scroll runs, you will see the iTunes version number.
    The latest version of iTunes (on the day of writing) is 10.5.1.42, so if your iTunes is lower than that, it's possible that's what the problem is. (This assumes that you were previously using 10.5.1.42, which is a reasonable assumption.)
    So make sure you have the latest version. I don't know why you did the system restore on your computer, but despite what some people may have you believe, iTunes is very stable and unlikely to be causing any issues on your computer that need to be undone with a system restore.

    If you still have an issue you may have to see about using the iTunes version (application) included with Snow Leopard 10.6 from the installer or an another one if available online, and see if that will install.
    Sometimes you may have uninstall the bits left in your system by the earlier (or later) iTunes installers; as they all leave a trace and these can stop a different version of iTunes from being installed.

    Even I am facing a similar problem. Initially the iTunes worked on my windows 64bit edition. Ever since I downloaded the latest version it has stopped identifying my 4S with an error msg that asks me to download the 64bit edition. I have tried it again and again but it did not help.     I had my pc reformatted and win 7 64 bit installed. As I have come to put everything back on the pc I accidently installed the 32 bit version of iTunes. I realised this when certain functionality wasn't working.
    So I uninstalled itunes and all the associated software, bonjour etc etc and have d/l the 64 bit version.
    Now when I try to start up iTunes I get the "itunes library.itl cannot be read because it was created by a newer version of itunes" error message and the application will not load.
    Any help would be greatly appreciated.

    zepel has it, but perhaps some more detail will help.
    Empty/corrupt library after upgrade/crash
    Hopefully it's not been too long since you last upgraded iTunes, in fact if you get an empty/incomplete library immediately after upgrading then with the following steps you shouldn't lose a thing or need to do any further housekeeping. In the Previous iTunes Libraries folder should be a number of dated iTunes Library files. Take the most recent of these and copy it into the iTunes folder. Rename iTunes Library.itl as iTunes Library (Corrupt).itl and then rename the restored file as iTunes Library.itl. Start iTunes. Should all be good, bar any recent additions to or deletions from your library.
    See iTunes Folder Watch for a tool to catch up with any changes since the backup file was created.
    When you get it all working make a backup!
