Siri says "I have made the change to your note" but it does not

I do not know how to reporduce this, but it happens pretty often. I have notes in iCloud. Sometimes when I tell siri to update a note (using my iPad (with retnia display) it says it does it and the view it shows has it updated, but the note itself remains unchanged even on the iPad let alone on my Mac or iPhone (aslo in iCloud). Often the note is showing in the background under the Siri window and remains unchanged. A duplicate note does not show up.
Anyone have similar results and/or know what is going on?

I tried experimenting with this as a result of your question.
I'm guessing you told Siri: "Update the note" or something similar.
At the end, after Siri displays the note, I found telling Siri "close the note please" seemed to achieve what you're trying to do.
Many of Siri's similar operations (e.g., setting reminders) have a "confirm" step. This notes operation does not. So I created one, and that seemed to work.

For the annotations to display on the photo in iPhoto you must setup Preview as the external editor in iPhoto via iPhoto's Advanced preference pane.
After adding the annotations just do a Save. iPhoto will then recognize the change via a new modified version. You can revert to the original at any time if you want to get rid of the text.

Staying signed in at iCloud.com is not a problem for me. Try resetting your browser or emptying its cache.

If you have not provided access, you can do so by going to default Settings app > Privacy > Photos and switch ON Game Your Video.
Game Your Video saves all videos to its own library. To sync to Camera Roll, simply go to Library and tap on Multiple selection button. Now select the videos to copy and tap on Sync button in the bottom bar. (See screenshot attached)

Also update the app. Game Your Video 2.0 is available on the App Store.

Go to Settings, and then turn iMessage and FaceTime on if they are off. If they are on, then turn them both off, restart the phone, then turn them back on.
Go back to Settings > iCloud. Whether the current or old email address is displayed there, try your current password.

Also, I wonder if you know the answer to this: Someone/Firefox pushed an upload tab to me. That is the best way I can explain what happened. Now, sometimes I get an ! in a triangle, sometimes I get an outdated message with the Firefox logo in place of the ! and sometimes it does not show an icon indicating the program is out of date. I first tried the version without the deflated stream (so everything uncompressed) against the online repair tool to check/analyse it @ https://www.pdf-tools.com/osa/repair.aspx
And it says no error found, but the reader still want to save it when closing so i still had no clue at this point.
Fortunately, i finally found what was wrong with my generated PDF.
In my xref table, each object reference was not end by a full EOL, i only did put a newline char.
Now i have "carriage return" "newline" which is the full EOL and the reader is happy and close the file silently.
As suspected i did not follow correctly the specs on xref table
Now i'll go and figure what i did wrong with the deflate filter
