Skype call phone - Unsuccessful payment with Visa credit card from Vietnam

We are trying to pay for the Skype call phone to Europe with unlimited 1-month package, but the system always alert us as in the following screenshot. Could you please help to identify the issue, so we can fix it and finish the payment? Please be noted that we are using the Visa credit card from Vietnam. Alright, my creditcard now shows up - the new one - with all the 8 old once.
I click on the new one, try to add world subsciption (one month free)
read terms - click on this.......but pay pal is in the little area right hand side......click on changes
again click on new credit card on file......
next.....again payPal show up.....
I did this for 8 times....
now - SKYPE? what you want me to do?

I live in Greece and except from a greek billing account I also have a french billing account with a credit card because I lived in France for some years. Now, I want to buy, for different purposes, OS X Mountain Lion with my french credit card. Can I do sush a thing if I leave in Greece? The issue is that your credit or debit card credentials must be associated with the same country where you reside.
"Although you can browse the iTunes Store in any country without being signed in, you can only purchase content from the iTunes Store for your own country. Billing policy is the same for the Mac App Store.

Can I have 2 different accounts in iTunes. 2 iPhones with same owner. One phone for work with different credit card details but same address.

I'm getting an iPhone from work. I'm allowed to use it however I'd like. This will make a second iPhone. The other is up and running on my MacBook Air in iTunes.
Question: Am I able to set up a SECOND iTunes account to use this new phone with? It will have the same street address but I can give it a different email and credit card.

Education Payment With Two Credit Cards

This is a bit of a doozy regarding paying for a new MacBook Pro.
I applied for the Barclaycard with the special first Apple purchase financing deal and was accepted, however the card has a limit of $1,000. I'd love to buy a MacBook Pro, but even with education pricing the limit of the card is too low. So, I'm planning on buying the MacBook Pro using two credit cards: the first, a debit card to pay off the excess cash (over $1,000) and the second for the $950 or so leftover. Is this a viable payment option? Will I still get the financing deal? I didn't see it in the terms of service for the financing or anything.

Can't register with itunes with a credit card from outside the USA

Who do I write to, to complain that because I don't live in one of
the countries listed in the drop down list on the Itunes store, I
cannot register my credit card OR purchase from Itunes ?
I am trying to register to buy online with ITUNES. However the
system does not seem to allow me to change the country from the
United States to Argentina where I live and where my Bank of America credit card is registered !
Come on guys, I thought Apple was better than this and recognised

Unfortunately, if your country doesn't have it's own store, you are out of luck. Content providers such as record companies require a CC with a billing address from the country that you use. The content providers require this rule as they do not care for cross-border sales, so it really is not Apple's fault.

Can you retrieve an Apple ID with just credit card and phone number details?

My partner, a self-confessed technophobe, has had his iPhone for 18 months - it was set up by his mobile network provider (Orange UK) whose customer support has been worse than useless, keeping him on hold for around 2 hours so far and cutting him off twice. He's only just bought his first ever computer, at the same time that his iPhone stopped working, before he had time to back up any of his songs, apps etc. He's just got a replacement iPhone from our local Apple Store but there's no way he can restore his previous purchases as (what he thought was) his Apple ID... isn't.
Because his old phone had v3 software, he apparently never had to input his Apple ID - only the password. Presumably Orange set him up with an Apple ID (but didn't give him the details) as the only email address he's ever knowingly had isn't recognised as a valid Apple ID. Try to reset the password by email and the Apple ID system isn't clever enough to spot an unrecognised email address, advising a new password will be emailed with no email ever arriving (not even in junk mail). (Incidentally, I tried to reset the password on an Apple ID I know isn't valid - my work email address - and it still appeared to have sent a password reminder by email, rather than pointing out the ID doesn't exist!). Attempting to reset the password by answering the security questions results in the answers being incorrect, which they're most certainly not. Since he got his original iPhone, he's purchased hundreds of songs on iTunes. He's clearly been sent receipts somewhere, but we have no idea where.
Apple Store staff are, as usual, brilliant, trying their very best to help, but their hands are tied when it comes to iTunes support, which they tell me is operated as a separate company in its own right (they don't even have access to them by telephone, and iTunes support refuse to talk to me or my partner on the phone).
iTunes support is sending us around in circles, offering up the same tried-and-tested advice time and again, which we've told them many times does not help. They continue to issue the same advice even after sending them a frustrated email headed "PLEASE READ OUR PREVIOUS EMAILS BEFORE RESPONDING!".
I've tried, in vain, to contact iTunes support again about this (they even closed the support ticket even though the issue isn't resolved), and have had no response.
There must be some way Apple can locate my partner's Apple ID if supplied with his credit card details, mobile phone number, billing address and examples of recent purchases? We've already provided this information to iTunes support but, once again, it's fallen on deaf ears and we've had no response from them.
Can anybody help us get to the bottom of this? As it stands, he's spent a fortune on hundreds of iTunes songs and apps which he is legally entitled to download, but which he can no longer access, and iTunes support isn't very supportive.
(Incidentally, I recently switched allegiance from 100% Microsoft products to 100% Apple and I'm mightily impressed with their regular customer service, but iTunes support is a completely different animal.)

How to change payment method with new credit card details. Not able to change current one as card has expired. Pl help

I want to change my payment method with new credit card information as current credit card has expired. But when I try to change payment method , returns your payment method is not valid or allowed and continues to prompt to change the same. But when I try to update with whew credit card number, it doesn't accept and continue to refuse the payment method.
This problem is not allowing me to purchase of any kind either paid or even free as well. Doesn't allow to even purchase free books even
