Slow Downstream due to Weather – WTF

Question

I have had a good downstream speed for months 8128mb to the exchange so a IP profile of 7mb, worked great. But then one random day the router dropped the ADSL and now all I can get is 5440mb to the exchange and a IP profile of 4400mb.
I have logged a call with BT (India) all they said was wait 48Hours, so I did and rebooted the router, still the same 5.4mb downstream.
I called them again (India) the helpdesk had no idea what I was talking about, I complained and got to someone else, they called me back and said that they had talked with Wholesale and that the low speed was down to the bad weather – WTF. It was slow before the bad weather and what a load of lies, they also said it was down to lots of people using the net, more lies.
Anydody have the same sort of issues in the last few months?

Got a call today, to ask if it was any faster, well no, why would it if no changes had been made by BT?
The router was reset today before they called and my BT speed test results are:-
Download speed achieved during the test was -4124 kbps
For your connection, the acceptable range of speeds is 600-7150kbps
Additional Information:
Your DSL Connection Rate :5568 Kbps(DOWN-STREAM), 448 Kbps(UP-STREAM)
IP Profile for your line is - 4500kbps
So it says my max speed is 7150 this is what I used to get (8128kbps Downstream, IP Profile 7100kbps)
So where has all the speed gone???????
