Slow internet, advice needed on my understanding

Ok,
After a couple of weeks of slow internet, speaking to India, engineeers etc I decided to start looking at the issue myself to try to understand what the issue might be.
Lot's of great info on this site BTW.
Anyway, my IP profile is 135 k and I just thought it would improve based on the fact that I have had 2 engineers round both saying everything from the phone socket to the exchange is fine.
Neither engineer has looked at what is happening on the Homehub.
I looked at the HH today via the browser and it is reporting a downstream value of 287 kbps which is very low.
I have done a hard reset and soft reset of the hub with the same result.
Am I right to not worry about using the speedtester until I see an improvement on the hub itself? Given I can only run the speedchecker every hour.
Any suggestions to what I could try next? I don't have another microfilter or router to try with.
