So I had a large amount of music on my Iphone 4S, and so i bought a storage plan with 10 more GB's of storage. I went to sync the rest of my music, assuming it would now let me have it on my IPhone, but it said I still didn't have enough storage. Help?

You bought icloud storage.
This has nothing at all to do with the storage on your iphone.  You cannot increase the storage capacity of your iphone at all.
