No. They just want you to review your payment information.
You can select None for payment method if it's available > Mac App Store: Changing your account information

buying gems from a game I played since my paypal account cant cover it I can no longer download any apps til the bill is paid I have already purchased an iTunes card that comes with redeem code. Did I buy the wrong card or is it possible to pay bill using itines card ?Prepaid cards or gift certificates should clear the balance, yes. You could also put in a credit card to pay off the balance, then remove the card information once the balance has been cleared.

Installing the Mac OS X 10.6.8 Update Combo may help this.
Restart your Mac after installing the combo then try downloading Lion.
It's ok to install the combo even though you are already running v10.6.8
BEFORE you do this make sure your Mac meets Lion's requirements:
Mac computer with an Intel Core 2 Duo, Core i3, Core i5, Core i7, or Xeon processor
2GB of memory
OSX v10.6.6 or later (V10.6.8 recommended)
7GB of available spare

I have not purchased iWork from the Mac App Store before, but I've seen it and used it on iPhone and I prefer its simplicity to Microsoft Office. Plus, I give presentations frequently enough and I like Keynote a lot more for all its usability and effects.
I'm thinking of getting another Mac soon, and I'm glad to hear that the new Macs running Mavericks come with iWork. However, I'm wondering if I will have iWork as under my Purchases in the Mac App Store by default after buying the new Mac, since they come together. That way, I'll be able to install it on my other Mac, since the Mac App Store allows you to install your purchases on all the devices you own.
Does anyone know whether I'll be able to do this? Will iWork be put under my Mac App Store purchases since I will own it as a result of buying the new Mac?

I traied to remove cookies and still don't working.Regretably, none of the above solutions has resolved this problem for me.
Whenever I try to perform updates (in my case, Xcode and iPhoto both want to update), I receive the following error:
An error occurred during purchase.
(of course, I am not trying to purchase anything, it is a free update)
If I press Retry, the above repeats until I press Cancel, then I see:
We could not complete your request.

I am trying to download new version of iTunes from App store having purchased it on my laptop. When I try to download on my iMac I get the following message:
Error message when I try to download new iTunes as follows: iPhoto 7.1.5 is already installed and was not purchased from the Mac App Store - and then I am asked if I want to buy it again. I don't understand the error message and I don't want to purchase the new version again.
Also, since upgrading to Lion my videos (from Sanyo Xacti camera) do not play on iTunes. I can only open photos.

Change your Date & Time settings to reflect automatic. It will fix the problem.

Why do I get a "can't import spreadsheet because it was created with an unsupported application version" alert when the updated version was purchased direct from the Mac App Store? The spreadsheet is now lost somewhere!
Pages 4.3 should still be in an iWorks folder within your Applications folder.

you'll need to edit the security settings to install programs 'Mac App Store and identified developers'
Open the Systems Preference and go to Security & Privacy. There will be a section in the 'General' tab for 'Allow apps downloaded from:" The default selection is 'Mac App Store'. Change this setting to 'Mac App Store and identified developers".
