Solaris 10 still not seeing all cpus, PROM does screen shot included...

Question

I installed the new 4x400 mhz cpus and vrms. (501-5446)
.asr reveals all cpus enabled. I can disable them in the prom and renable them no problem. POST shows no issues. The system runs great, but when I do psrinfo I still only get 0 1 3 the exact same set as I had with the old set of 4 300 mhz.
All of these are matching serials, and no matter what combination I only see 0 1 3.
Is there some setting within Solaris 10 that is messed up? Is there a way to shut off and turn on cpus at the os level?
I know there is a way to assign them to jobs.

Well this is a mess. So this is what happens...
2 alone works fine.
2 and 3 alone works fine.
Add 0 or 1 to the mix and immediately 2 drops out.
So
0 1 = 0 1
0 1 2 = 0 1
0 1 2 3 = 0 1 3
1 2 = 1
0 2 = 0
0 3 = 0 3
1 3 = 1 3
2 = 2
2 3 = 2 3
And I shuffled the cpus again before I started.
At the OBP level, everything is always showing what it should.
Considering how long it takes for this small airplane, I mean e450 to start up, this troubleshooting is a pain.
