Once your husband copied the movies, did he use a burn software to burn them to a DVD? You need to use a burn software to properly encode the footage so it'll play in any DVD player/computer/TV. So, once the movie is copied to your hard drive, you can edit it in iMovie (may need a converter first to get it into a format iMovie can work with such as MPEG Streamclip); after you're done in iMovie, use iDVD if you have it or Roxio Toast to burn it to a DVD.
And for the OP: Regions are different depending on where the movie was made: the US, Europe, etc. The regions are set within DVD player - you insert a DVD and the player reads what region it originated in. Please note you can only change regions 5 x; after the 5th, that setting will remain and can't be changed again.

I worded my question incorrectly. It isn't a DVD I'm having the problem with, it' s a Nightwish concert download form iTunes I am having the video portion of the video that plays not smoothy. Like it is moothing it short little segments, not a steady flow!

Why do some podcasts not play on my touch?

I download podcasts with Itunes. When I sync to my 1st Gen Ipod Touch most play fine, but some will not play on the touch. I get a message that there are some podcasts that will not play on my touch. They are all downloaded with Itunes and in the MP4 format. There are other shows in the same "sieres" that play just fine. But some episodes don't sync. They play OK in Itunes. How do I get them to sync to my touch?

If the device is jail broken - and the message is that the iPad is not eligible for the requested build - there are tons of articles on the internet that discuss how to fix the iPad. Use Google.

The quickest way (and really the only way) to charge your iPad is with the included 10W USB Power Adapter. iPad will also charge, although more slowly, when attached to a computer with a high-power USB port (many recent Mac computers) or with an iPhone Power Adapter (5W). yes, 10.3.1, iTunes already restarted, menu settings already like that and still it will play all unchecked songs (including the checked songs of course). Why even have check and unchecked if the program is going to play all of them anyway?!

I fixed this problem by turning off the ipad and then turning it back on after 5-10 minutes.
Hopefully then when you play a video it will start playing.
