Some SMS messages sent to my iPhone go only to iPad - why?

When someone sends an SMS to my phone number (this may be someone without an iPhone, so I suppose not part of the iMessage system), I sometimes see it in the 'messages' on my iPhone but sometimes it doesn't appear there: on the other hand, all messages sent to my phone number appear on my iPad (on the same wifi network as my iPhone, if that matters). If I look at the messages on my iPhone right now, I see messages sent a few days ago, but not one sent yesterday, which is clearly visible in 'messages' on my iPad! I don't think I have changed any parameters lately.
It is obviously vital that all messages (iMessage or straightforward SMS) sent to my phone number should go to the iPhone with that number, specially if I don't have access to my other iOS devices - how can I ensure this?
I have looked at other discussions here but I can't find a straightforward explanation of this. Can anyone help?

Additional Information
You can change the address that new iMessage conversations are started with in Settings > Messages > Send & Receive > Start new conversations from:. Note that this setting applies only to new conversations. If you would like to change the address from which messages are sent, first change this setting, and then delete the existing conversation and start a new one.
iMessage responses will be sent from the address the recipient most recently messaged. For example, a friend sends you a message to your Apple ID. Responses in this conversation will be sent from your Apple ID, even if you've selected new conversations to start from your phone number.

    Maybe the recipient turned off iMessage. It's also possible the recipient is not currently connected to a data network.

    Both of those are carrier features, contact your cell phone provider and ask them why.

    Well, it could have to do with her phone, however does she have any difficulty in receiving SMS from others? You may want to check how you have iMessage set up. Go to Settings>Messages>Receive at>Make sure your telephone number is listed there, then go to Caller ID, and make sure your phone number is the one with the checkmark by it. You may be sending messages with your email address as the header and if that is so, it may be requiring her to download it as data. See if that helps.

    Check to make sure you are not typing your message in the Subject line.  If you are, it won't let you send the message.  Cut and paste the message into the Message field and you should be all set.
    FYI, you can disable the Subject line from your messages in Settings/Messages.

    Also, be aware of the following:
    The "Find my..." function is pretty much useless if the device is in the hands of a thief.  All that is necessary is for the thief to connect to any computer with iTunes and "Restore as new."
    The only real protection you have is with the personal information on the device rather than the physical device itself.  Something as small as an iPod/iPhone should have a strong 8-digit (or longer) password AND be configured for automatic wipe in the event of ten consecutive incorrect password entries.

    as i go onto Settings > theres a button that says o2, but...
    as i click on it, it takes me to there website designed for the iphone!
    and there is no method to view the amount of messages sent on the 02 site!
    which is basically rubbish!

    at least at&t cares for their customers!

    If what you want to do is share your purchases with one Apple ID and have other stuff separate, that's pretty easy.
    Check out the section "Use one Apple ID for iCloud and a different Apple ID for Store purchases" in this article.
    Set up your Apple ID for iCloud and iTunes - Apple Support
    Basically he would use your Apple ID for the Stores (iTunes, Apps, iBooks) and his Apple ID for everything else (Mail, Contacts, Calendars, FaceTime, Messages etc).
    Now if he has been purchasing stuff on his own account then you would have to make some choices on the purchase accounts.
    You may also want to check out Family Sharing, which allows people to share purchases within a familly, each having their own IDs.

The recipient has no rules set-up in Outlook, and looking at her account via IMAP/WebMail show no sign of the messages either. The SMTP log seems to show it getting processed and then the: delivered via dovecot service" message at the end of the process. But the message never shows up in my clients inbox. My client is a lawyer and right now she's worrying about other messages that may have not made their way into her inbox. I'm using SpamAssasin, ClamAV, spamhaus black lists, but everything in the log looks OK to me. is it possible that the sender is using an SMTP server other than the registered domain and that is causing the reverse lookup to reject it? I can't find anything in the logs to show that the messages are getting rejected at some point along the way. And they're not sitting in the Que waiting to be distributed. i'm stumped.

    im sure we can tap on the message and select "send as text or sms"
    but is there a setting that says 'if recipient has no data, then send as text' - so its more automated
    almost like the setting that says 'if i have no data then send sms'.

    I have an iPhone 5s with a data plan but I have iMessage turned off. Everyone I know with an iPhone has no problem sending me texts and they automatically go out as sms. If your friend doesn't want others to send messages via iMessage even when he has wi-fi access he can turn iMessage off in Settings > Messages.  If that doesn't resolve the issue see the quote below from (ignore the non-Apple phone references): Can’t receive text messages on a non-Apple phone
