SQL Express unable to start by disabling SSL

Question

These are the steps that I took:
1. Enable Force Encryption "Yes" , and chose SSL Cert, unable to start.
2. Enable Force Encryption "No", still unable to start
3. Deleted the thumbprint value of the certitificate from "HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Microsoft SQL Server\MSSQL.X\MSSQLServer\SuperSocketNetLib\".
and restart the SQL service.  Still unable to start.
Error from SQL Logs are as follows:
2014-05-02 18:26:34.72 Server      Error: 17182, Severity: 16, State: 1.
2014-05-02 18:26:34.72 Server      TDSSNIClient initialization failed with error 0x2, status code 0x38. Reason: An error occurred while obtaining or using the certificate for SSL. Check settings in Configuration Manager. The system
cannot find the file specified.

2014-05-02 18:26:34.72 Server      Error: 17182, Severity: 16, State: 1.
2014-05-02 18:26:34.72 Server      TDSSNIClient initialization failed with error 0x2, status code 0x1. Reason: Initialization failed with an infrastructure error. Check for previous errors. The system cannot find the file specified.
2014-05-02 18:26:34.72 Server      Error: 17826, Severity: 18, State: 3.
2014-05-02 18:26:34.72 Server      Could not start the network library because of an internal error in the network library. To determine the cause, review the errors immediately preceding this one in the error log.
2014-05-02 18:26:34.73 spid7s      Informational: No full-text supported languages found.
2014-05-02 18:26:34.73 Server      Error: 17120, Severity: 16, State: 1.
2014-05-02 18:26:34.73 Server      SQL Server could not spawn FRunCM thread. Check the SQL Server error log and the Windows event logs for information about possible related problems.

currently I have deleted the thumbprint at the registry.
So what should I do?
I have already done this:
So if you dont want to use the above certificate, then delete the thumbprint value of the certitificate from "HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Microsoft SQL Server\MSSQL.X\MSSQLServer\SuperSocketNetLib\".
and restart the SQL service. 
I have also restarted the server but get the same message.
So the only thing is to UNINSTALL the SQL SERVER 2008R2 and install it back again??

According to your description and error message, we need to verify if the same error occurs when you choose “No” in Force Encryption. If yes, the issue is still about SSL.
  I recommend you use process monitor to check if your network service account is being denied access to 
your registry key. Since you delete the thumbprint value of the certificate, I recommend you copy the Certificate value from the normal SQL Server instance. Or you reinstall SQL Server Express.

Yes , I already verified Force Encryption is "No"
I cant seem to find out why it is checking SSL when I have already put Force Encryption "No"
and no SSL certificates selected.
Reinstall should be a last resort.
If I tried this in a production server, all the production data will be gone.
