SSL/TLS - secure connection could not be established but passes diagnostics

Any other ideas for the ever popular inability to create a secure connection issue?
I've tried just about everything I could find in all the posts on this issue and continue to get the inability to create a secure connection messag4e when logging in.
We tried the various Apple non-support channels: e-mail, chat, phone, and Genius Bar with no success.
Here's what I've tried (attempting to log in after each change):
SSL3.0 and TLS 1.0 are enabled (and always have been)
iTunes and iTunes Helper are in the Windows Firewall Exception list
reinstalled itunes 9.02 several times.
UNINSTALLED Norton Internet Security
Turned off Windows firewall.
deleted contents of /etc/hosts
Cleared SSL state
Unchecked “Check for server certificate revocation, restarted IE
--After this change I got an "network connection timed out." message
Cleared SSL state
--Back to "secure network connection could not be established"
This happens on my daughter's college network and on our home family area network. And other PCs have no trouble accessing this iTunes account on both of these networks.

It's a POP account. I decided to clean up my mailbox today after noticing the computer was real slow after USA Today started sending their daily top stories with new graphics. Also before I noticed the problem with mail deletion - two things happened. 1) I updated security sofware as prompted by Apple and 2) downloaded Mackeeper and went throught some preliminary scans but did not buy their package. My phone keeps saying "cannot connect to the store. A secure connection could not be established.

My I phone keeps repeatedly coming up with:
Cannot connect to the store. A secure connection could not be established. Please check your Date & Time settings"
What does this mean and how do I fix this as I am trying to update my apps and they have stopped at the 'waiting' status as it cannot connect meaning I cannot use my apps.

I have contacted apple via email and tried all the steps they have recommended and it is still not working.
I have tried disabling my McAfee and that does not work either.
Anyone that the phone number to apple express so I don't have to keep waiting for them to email within 48 hours?

Your date, time and region settings have to be correct to connect to the iTunes store. This is from Apple:
From the home screen, tap Settings > General > Date & Time.
If the option exists, turn off Set Automatically.
Verify the time zone and time (in the status bar) are correct for where you are currently.
If not, adjust the incorrect setting accordingly.
If everything was correct and the option exists, turn on Set Automatically.
You must also be able to open a secure connection to access the iTunes store. Launc Safari on your phone and see if you can go to https://appleid.apple.com. If you can't then see the troubleshooting steps under "Blocked by software firewall: (Mac OS X/Windows)" in this article: http://support.apple.com/kb/TS3297.

Turn the tables on the iTunes Store. Try this.
Go to Settings>General>Date and Time>Set Automatically>Off. Set the date one year ahead. Try to download the apps again. If you get an error message, go back to the settings. Correct the date and time (set automatically) then go back and try again.

You may see one folder in there and that's the one you want. If you see more than one, look for the one with the most recently modified files.
