Standalone OC4J 10.1.3 installation

Dear all,
I am a newbie in using OC4j and I encounter some setup problem when using standalone oc4j when deploying web service.
I listed what I did in the following:
1. Set up environment variables
J2EE_HOME="C:\Program Files\Oracle\j2ee\home"
JAVA_HOME="C:\Program Files\Oracle\jdk"
ORACLE_HOME ="C:\Program Files\Oracle"
PATH=%PATH%;C:\Program Files\Oracle\jdk\bin;
2. I also install jdk 1.5.0.02
The oc4j run sample jsp and servlet successfully. However, when I deploy sample web service, I keep encounter a problem that the standalone oc4j server is looking for javac to compile under jre directory under jdk 1.5.0.02. Can some please kindly help me provide some information for me to look up and fix the problem?

Thanks Abrami, let me clarify my question.
Actually, I use the jdk that come with the Jdeveloper. The oc4j startup successfully and it can run the Sample JSP and Servlet. However, when I deploy the web service, I encounter the following error:
06/01/17 12:00:44 oracle.oc4j.admin.internal.DeployerException: java.lang.InstantiationException: Error compiling :C:\Program Files\Oracle\j2ee\home\applications\GpCms-LoginService-WS\WebServices: Error instantiating compiler: webservice artifact generation failed :java.lang.InstantiationException : service endpoint implementation class: 'ea.gp.services.TestSer_Impl' not found
It seems that the standalone oc4j cannot instaniating the compiler. Actually, Do we need to install JDP1.4 or 1.5 instead of using the one came with jdeveloper?
