Static values of message choice

I want to create a message choice with static values, without VO.
how can i do this?

I want to put in a list values of currency.
I have create VO DeviseVO with two attribute :
RowKey : primaryKey,number
Values : Varchar
i have tried this code but the numberd displayed is 0
