Steps to move from elements 8 to elements 13 and move to a new computer

Anyone know of posts explaining how to upgrade and migrate to a new computer?
I currently have Elements 8 on a Windows 7 computer.  >40k images, many tagged and organized by Windows folders, e.g., year/month/...
I've installed Elements 13 on a new Windows 8.1 computer.  What are the steps to move images and catalog to the new computer - preserving the Windows folder structure?
Thanks-

Hi marisaz96078795,
Yes, You would have to purchase the latest version of Acrobat. Acrobat has evolved over the time, and i am sure you will love using our Latest version.
You can view the feature list page of Acrobat XI Pro and buy it from this Link : Features, PDF documents | Acrobat XI Pro
