User troubleshooting steps are restart, reset, restore from backup, restore as new. First, try a system reset. It cures many ills and it's quick, easy and harmless...
Hold down the on/off switch and the Home button simultaneously until you see the Apple logo. Ignore the "Slide to power off" text if it appears. You will not lose any apps, data, music, movies, settings, etc.
If the Reset doesn't work, try a Restore. Note that it's nowhere near as quick as a Reset. It could take well over an hour! Connect via cable to the computer that you use for sync. From iTunes, select the iPad/iPod and then select the Summary tab. Follow directions for Restore and be sure to say "yes" to the backup. You will be warned that all data (apps, music, movies, etc.) will be erased but, as the Restore finishes, you will be asked if you wish the contents of the backup to be copied to the iPad/iPod. Again, say "yes."
At the end of the basic Restore, you will be asked if you wish to sync the iPad/iPod. As before, say "yes." Note that that sync selection will disappear and the Restore will end if you do not respond within a reasonable time. If that happens, only the apps that are part of the IOS will appear on your device. Corrective action is simple - choose manual "Sync" from the bottom right of iTunes.
If you're unable to do the Restore, go into Recovery Mode per the instructions here.

I also have this problem.
Safari cannot open the page because the server stopped responding.
I have the indication that wifi is working properly, I know that because when i tried to open like kompas - news app in indonesia - it is no problem.
Just with safari, you tube and app store.
I already tried to reset the network, restore to factory setting ans STILL nothing can help me.

Try and force your iPad into Recovery Mode
1. Disconnect the USB cable from the device, but leave the other end of the cable connected to your computer's USB port.
2. Turn off the device: Press and hold the Sleep/Wake button for a few seconds until the red slider appears, then slide the slider. Wait for the device to turn off.
3.While pressing and holding the Home button, reconnect the USB cable to the device. The device should turn on.
4. Continue holding the Home button until you see the "Connect to iTunes" screen. When this screen appears, release the Home button. iTunes should alert you that it has detected a device in recovery mode. Click OK, and then click Restore to restore the device.

Welcome to the Apple Support Communities. if iTunes has become unresponsive, it is good to wait it out to see if it becomes responsive again. If it does not, then the next steps would be to preform a Force Quit on iTunes. The following article will assist with that process.

On the top left corner when any new window is opened (the red, yellow, and green) the maximize, minimize and close buttons, the red button isn't active however a rectangle separate window opened up with just two options: Cancel and OK- the OK button is flashing blue for my pointer to click on, when I do it doesn't respond and I can't open a new window to firefox because it won't let me, I tried restarting my computer but it won't let me because that application is still running it says to close it first and than I can restart however it still does not respond, so whats going on?
