Still not working...all my cloud icons are "waiting"...

I've posted before.  Bottom line, iTunes Match still isn't working, the majority of my songs have not showed up on my iPhone (after a week).  I checked with my ISP, and it is not an ISP problem.  In fact, my download and upload speeds are quite high, even for cable internet.
Looking at my song list in iTunes, ALL the remaining songs have an iCloud status of "waiting"  (i.e., the Cloud icon is made of a broken line).  How can I get them out of "Waiting" status and get them to download to my iPhone (running iOS 7)?

Tracks with an iCloud Status of "error" are already processed, or they can't be processed. There no reason to delete them but you may need to transcode them and lower the kHz. iTunes Match in iTunes for OS X supports tracks up to 24-bit/48 kHz. Anything higher and it will just give you an "error" status.
I'd let the process continue until either all the "waiting" tracks are processed or it looks like its hung. If you've got a handful of tracks that seem to be hung up you can tray transcoding them to another format such as AIFF or ALAC or MP3 and see if they "match." This sometimes works.
