Stolen Apple ID and blackmail

My cousin asked me to post what happened to him and warn others using my apple id.
Yesterday someone hacked into his Apple ID and then changed password and secret questions and blocked his iPhone which was bought new from retailer. There's a message on the screen saying "for unlock contact: [email protected]", and in russian the email address reads as "unlock@mail". He wrote a message to that email address and they replied "we will unlock your phone for 50$". Then he figured out that neither of iForgot service options work! You won't get any emails from Apple with a reset link or be able to answer secret questions, probably because everything in your Apple account has been changed!
Then he figured out that someone set several filters in his e-mail account and any email from apple will never get through!
He contacted Apple care and explained everything (Case 739288855), and we both really hope it won't take too long from Apple' side to solve the problem because there's very important contact stored on the phone that might cost him a job in case it's wiped out!
So guys check your email account settings and make sure there're no filters that block Apple emails. If there are, then delete them and make sure to change passwords (both Apple ID and email account).
I thought this bad experience will be useful for users.
Call Apple Support, ask to speak with Account Security, and enlist their help in recovering control of your account. You may also want to report the extortion attempt to your local police.

You can only locate your device when it is logged into iCloud and 'Find My Phone' is enabled, additionally the device will need to be switched on and connected to a wifi or cellular network.
Unfortunately, you cannot activate iCloud or 'Find My Phone' remotely. -
My iPad was stolen - I just synced it with my cellphone number and updated to the new OS the day before it's stolen. Why is the iPad not showing up in my iCloud account so that I can locate it and wipe the data?
I know that the iPad is likely still full of my text messages because I tried deleting them on my phone thinking it would also delete them from the iPad. Instead, the iPad re-populated all if the text messages I deleted back in to my iPhone.

If you activated Find My Phone before it was lost or stolen, you can track it only if Wi-Fi is enabled on the device. What you cannot do is track your device using a serial number or other identifying number. You cannot expect Apple or anyone else to find your device for you. You cannot recover your loss unless you insure your device for such loss. It is not covered by your warranty.

A MacBook Air was reported stolen
From a room at my hotel that belong to a guest. I request a apple Id and password from the guest in order to track it though iCloud, when I login into the account the MacBook was not their, however I saw other device. A few days has past then the MacBook appear. How does that happened, please explain?For a stolen Macbook to appear in iCloud - the person who stole it must turn it on.
You can't track something that's turned off. -
I had an iPod touch, but it was stolen or lost. Now that I have a new one with a new Apple ID, is there someway I can access and download all my old photos and data from my old Apple ID to my new device? I still remember my old Apple ID and password.

If you are going to change your AppleID login you will need to log out and back in on all your devices. Turn off 'Find My iPhone/iMac/iPod' first or you will find yourself unable to sign out and be stuck.

my ipod touch 8g 4th gen was stolen and jailbroken and when i got it back i tryed to unjailbreak it and update it but it wouldnt work so i deleted everything from cydia and now it turns on to the apple symbol and just flashes it on and off. wat do i do? HEEEELLLLP. please. my parents will go spastic at me if i tell them :'(

I do not believe that your parents will go "spastic" because your iPod was stolen. I'm thinking that you jailbroke it yourself. Am I correct? -

Update: I reset my phone again and this time I restored it from my last iCloud backup. That "sort of" worked. (The missing info was on my phone temporarily, but it's still missing from iCloud.com and as the phone syncs with the cloud the missing contacts are disappearing.)
This is good news, but I'm losing progress. How can I restore my iCloud settings to that last backup? -

There is no one you can report to but the police. If you report it to Apple they will just note that it was stolen. If you did not activate Find my Phone for your device, then you cannot disable it. -

As long as the iPod as signed in to iCloud and FindMyiPod was turned on then to use the iPod someone has to enter the iCloud ID and password.
If there was no screen-lock passcode then someone could continue to use th iPod but could not restore it or signout of iCloud -
