Stolen Iphone - Thief taking photos - How to catch them!

I had my iPhone 5 stolen, and the thief promptly turned the phone off. I thought the phone got destroyed, so I purchased an iPhone 6. I noticed that someone else's photos were appearing in my photo stream, and then quickly realized my phone was stolen. I have tried to use Find My iPhone on multiple occasions, but the SIM card has been taken out of the phone (evidenced by screenshots taken by the thief). The person seems to be using the phone via WiFi. My questions are:
Is there any way to alert me via email or otherwise when the phone is connected to Wifi so that I can use Find My iPhone?
Is there any way to access geodata to view the location that their photos were taken? I have a PC, if that helps.

If you activated Find My Phone before it was lost or stolen, you can track it only if it is connected to the Internet by Wi-Fi or cellular. What you cannot do is track your device using a serial number or other identifying number. You cannot expect Apple or anyone else to find your device for you.     Check under Settings > iCloud to see if the Contacts switch is ON (green side showing). If it's already on, switch it off for 30-60 seconds, then back on again. Your contacts should start showing up shortly.

    Sorry, the only way would be to get the iPhone back.  There is no remote way to access data on it and copy it anywhere.

    The ringtones purchased on iTunes simply disappeared from the iPhone 4S, were visible for a while on iTunes on the iMac, when the iPhone was connected but greyed out, I can't see it anymore though.     Uncheck them in the iTunes > Tones sync settings and sync, then check them again and sync.

    if it's a family situtation where you want to all share app and music purchases, you can stay signed into the same apple id in the app store (lots of people do), but you need to sign out of the apple id in imessage and facetime so messages don't get crossed over
    you can either create a new apple id at appleid.apple.com, or you can do it on the phone after you've signed out of an apple id. when you tap 'sign in' anywhere that requires an apple id, it should give you the option to create a new apple id

    You're looking in the wrong place.  The "96 photos" are in iPhoto on your Mac and are being synced to your phone.  This doesn't include all those taken on the phone.
    To see the total number of photos on your phone:
    Settings > General > About > Photos >
    To see how much memory photos are using:
    Settings > General > Usage > Storage > Manage Storage >Photos & Camera
    To select what to delete:
    For photos taken on the phone:  Photos > select photo you want to delete > trashcan on bottom.  Note that deleted photos are stored in the Recently Deleted album for 30 days.  To delete them immediately, select them again from that album > delete or select Delete All
    For photos synced to your phone from your computer, deselect them in iTunes and sync again.  They can't be deleted directly on the phone.

    You have a password, so good move on your part.  Whether you erase it or the thief does, they still get to use the iPhone as theirs.  Which is more important (pick one), protecting your data or punishing the thief?
    Ringing occurs at the carrier.  Chances are you're going to voicemail after only two or three rings.  If you have an iCloud backup also a good move.  Re-read my question in the first paragraph.

    You might be able to recover any photos that were in an iCloud Photo Stream if you had an iCloud account and used Photo Stream.  But without a backup of your library or MB hard drive you won't be able to recover any of the iPhoto Library photos as Jim has already pointed out.

    You should get it checked again by those people who replaced the camera. And the earthquake probably wasn't connected to that, unless the phone fell to the floor and something broke inside the phone.

    I had my phone stolen whilst overseas about a month ago. Luckily I backed up my phone to my PC before I went away so have been able to access all those files I left behind and sync them onto my new phone. However there are many photos I took before the phone was stolen which should be backed up to iCloud.The last iCloud backup was the day my phone was taken so all of the photos should be there, I just don't know how to access them.
    When I got my new phone I tried to do a restore from iCloud so that I'd have all of my photos but it was taking hours and then it kept saying the internet connection ceased and would start all over again. After numerous attempts I gave up on iCloud restore and restored from my PC iTunes sync instead (but minus the holiday snaps). Is it possible to access iCloud from my PC so that I can simply retreive the missing photos or do I have to do a complete iCloud restore and wait a million years for it to do so or risk it not happening at all?

    I see two avenues for you to pursue.
    1. Restore from the cloud. It may take a while, but just plug your iPhone into power and let it do its thing.
    2. Retrieve the photos from Photo Stream. If you were ever connected to a Wi Fi network while on vaction (preferably over night) then it is possible most of the photos got uploaded to Photo Stream.
    For the latter solution, on your new iPhone (which I'm making an assumption you bought) once you've logged into your iCloud account launch the Photos app, tap Albums then Photo Stream. In the Photo Stream album tap the "share" icon in the upper right of the screen, then tap all the photos you want to retrieve and tap the "save" button along the bottom. This will save all the photos to yoru local storage.
