Subscription in the us but traveling to kuwait

I am deploying to kuwait for a year and am deciding on what i need to do to stay in touch. I will get a us number for southern arizona before i leave and be calling my husband and family who r all on iphone verizon. None of them currently have subscriptions but we do use free skype. I know i need a subscriptions in the ststes to avoid the internal fees from the ip in kuwait but do i need skpye credit if i am calling cell phones in the states if i have a subscribed number under a state phone number? Will there be extra fees for me use a state number over in kuwait to call back to the states?

If you purchase a US-based Online Number, this only allows you to receive telephones calls at your Skype account.  You would still need to purchase Skype Credit or a subscription if you want to call telephones from Skype, even those in the USA. 
Skype has an Unlimited USA & Canada subscription at US$ 2.99/month, which covers calling to both landline and mobile numbers in both of these countries.  This may be a great deal for you, especially if you make lots of calls or will make long calls when you call back to the US.  You could just purchase Skype Credit, and then you would pay 2.3 US cents/minute for calls to landline or mobile phones in the US, plus a connection fee for each call.  You'd have to do the math, to see which would be the better deal when you call back to the US. 
Keep in mind that Skype's subscriptions and per-minute rates are only concerned with the destination of your calls.  Your location does not matter.  Skype charges the same if you are calling US numbers from somewhere in the US, from Kuwait, or some other country.
