Sudden error at login

Question

Hello,
Sorry to disturb, this is probably a basic question but I don't know how to solve it in any form. It began to occur all of a sudden:
ORA-12535: TNS: operation timeout
RME-00220: Failed to connect to Repository
It happens only in Designer because sqlplus works with no problems. Thank you for any suggestion.
