Suddenly very slow wifi access to App Store?

A new problem just started for me last night:
The speed of the App Store over wifi on both my iOS6 iPhone 5 and my wifi-only iOS5 iPad2 has dropped significantly.  An 8MB app takes several minutes to download over wifi.  On the phone, if I switch to 4G, the speeds immediately increase to normal.  All other computers/consoles at home have normal high speeds using wifi.
The confounding part is, the only slow performing application is the App Store.  On both devices, the Speedtest app shows download speeds of 18-20 Mbps, and all other wifi apps and web pages appear to be at normal fast speeds.
I spent two hours reading past posts on this subject and troubleshooting.  I reset the modem and router (Cisco/Linksys E2000), soft-reset the devices, and disabled WMM/QOS (after which neither device could connect to the network at all, so I reenabled it).
Thinking I may need a new router (even though this one has been otherwise flawless), this morning I brough both devices to work to test on their wifi and dedicated fat pipe, to eliminate routers and my ISP.  Again, Speedtest shows 20-23 Mbps performance for both, and all websites are fast as usual - but the Podcast app (under 10MB) took five minutes to download from the App Store.
Any thoughts about why would this suddenly be happening to both devices, on both iOS5 and iOS6?  Am I wrong to conclude that based on my testing, this is a problem on Apple's end?  Any suggestions or ideas besides wipe them out and restore apps one at a time?

I've got the same problem, my iphone 5 (iOS 6.1.2) downloads apps from the app store extremely slow only over wifi but everything else over wifi works fine on the phone.  Switching to cellular data to download the same app is what I've resorted to even for a 6.5mb app.  My home wifi dowloads average 9200kbps and my cell data about 5000 to 6000 kbps down.
I've tried all suggestions on the thread from deleting facebook/facebook integration, switching dns servers, hard reseting the iphone, reseting network settings, etc. but nothing works.
If anyone finds a fix or if APPLE has any suggestions please respond.

UPDATE:  I just performed a factory reset on my iPhone 5 and set it up as a new phone... App Store (and iTunes) downloads from the phone is still CRAWLING!  Everything else works fine.

    1. If you haven't already done so since this started, log out and log back in, or restart the computer. Then try again.
    2. Otherwise, if you're using "LittleSnitch" or any similar third-party software that blocks outgoing network connections, remove or disable it according to the developer's instructions and test.
    3. If possible, connect to a different network and test.
    4. There are reports that resetting the PRAM may solve the problem in some cases. I can't confirm.

    That wasn't a very good idea. Apple does not transfer content from one Apple ID to another or merge Apple IDs. Not for anyone. All of the content that you got free or bought with the old ID is forever associated with that ID. You cannot redownload or update any of it without the old Apple ID.

    The apps available to you are dependent on your location. If you are not in the USA, then you cannot get the USA app store. Whilst you may think that is unfair, it has been a part of the stardard terms and conditions you agreed to when you setup the iOS device in question originally, as well as every time you click agree to the terms and conditions.
    This is done because of two things, firstly there are many legal and semi-legal reasons that an iOS app store download is available in one territory and not another, in addition to this, it also allows apple to provide language specific content, as well as team up with companies and organisations within individual organisations in order to provide you with exclusive offers, content, and information, which it would not otherwise be able to do.
    Rules for the iOS app store are also applied in varing forms for the music store, the books store, and the iTunes U content library.
    I can very much understand your fustraition, as someone who spent a considerable portion of his life, especially during the years he grew up, living in California, USA, but now living in London, UK, I too find it very fustraiting that you cannot always get the same content from one country to another, especially when most marketing for iOS apps originates in the USA these days.

    Additional things to try.
    Try this first. Turn Off your iPad. Then turn Off (disconnect power cord) the wireless router & then back On. Now boot your iPad. Hopefully it will see the WiFi.
    Go to Settings>Wi-Fi and turn Off. Then while at Settings>Wi-Fi, turn back On and chose a Network.

    Another thing to try - Go into your router security settings and change from WEP to WPA with AES.

    Like so many others, after updating to OS6 and changing my iCloud password, none of my devices (iPhone, iPad, MacBook Pro, iMac etc) could connect to the tunes store, the error message was something "iTunes could not connect to the iTunes Store. Make sure your network connection is active and try again." However, there was nothing wrong with my internet connection - programs like Safari &amp; Mail worked just fine.
    After trawling through the discussions and trying the recommendations (change time/date, activate location services, reset network settings etc) I just became more frustrated.
    I figured that if iTunes thought my network connection was the problem, maybe I should try tricking it and, after much trial, error and frustration, I did find a solution - and it may work for you...
    I turned off WiFi on my iPhone, then connected to my telco's 3G network, then connected to the iTunes store and it worked fine. Then I switched back to WiFi and all is good. Did the same for the iPad. For the MacBook and iMac I turned off WiFi then tethered the iPhone on the 3G network to the computer, then connected to iTunes Store, then went back to WiFi. For some reason that I don't understand, this all went as planned and now everything works.
    Anyway, I thought I should contribute to the community by letting you know the solution I found. Of course, this may not necessarily work for you, but it's worth a shot.

    The only way that I found out to resolve this it's creating a new user, but as same as thousands of users this is my third day trying to download lion without success, I’m very disappointed APPLE

    When the App Store says that Lion is installed that can mean nothing more than you've downloaded the installer (and not necessarily actually installed it. It looks oin all visible disks/partition for the installer.
    If you have tried to download it, perhaps you succeeded - look in Applications for "Install Mac OS Lion.app" - it should be about 3.7GB in size.

    What happens when you try? Error message?
    Have you synced apps from that computer/iTunes library? You can only sync apps from your one syncing computer.

    Yes, if you can follow mcgerbs advice and re-install OS X. There isn't any archive & install selection in 10.8.
    Boot up holding command-r keys into your Recovery Volume.
    The screen should give you these choices...
    Restore from TM backup
    Reinstall Mac OS X
    Get help online
    Disk Utility
    First run Disk Utility Repair Disk, if you get errors run until no errors reported or reports "the disk cannot be fixed". Then, choose Reinstall OS X. This will be an install "in place" and shouldn't effect any of your own data or settings.
