is there a way to ask iTunes to create a new library from the media files and then import old playlists?
No.  The old playlists will be pointing to specific locations which will of course no longer be valid. Editing the .xml is taking care of both.
1) Copy the media from the NAS to the Mac leaving the folder structure exactly as it is.
2) Open the .xml copy of the old library file in a text editor.  You will see lots of stuff including lines like the below:
<key>Location</key><string>file://localhost/Volumes/SANSA%20CLIPP/MUSIC/Ramones% 20-%20Rockaway%20Beach.mp3</string>
The above file is located in a Music folder on a Sansa Clipp mp3 player.  Let's say I wanted to declare it as being in my iTunes media folder on my internal drive (called Hard Drive).  I would drag the MUSIC folder to my iTunes Media folder. In the text editor change all occurrences of
file://localhost/Volumes/SANSA%20CLIPP
to
file://localhost/Volumes/Hard%20Drive/Music/iTunes/Media
The above line will now read
<key>Location</key><string>file://localhost/Volumes/Hard%20Drive/Music/iTunes/Me dia/MUSIC/Ramones%20-%20Rockaway%20Beach.mp3</string>
Note 1: The %20 s are just saying there is an empty space between parts of folder or drive names since my hard drive is called "Hard Drive" with a space between the words
Do a search and replace in a text editor, with "find all" selected.
Of course do all this on a copy of the original file!
3)  Start iTunes while holding down the option/alt key and create a new library.  File > Import the edited .xml to this library.
(Note: I use a much older iTunes than you so I cannot be super specific as to where some commands are located because they may have changed).
