Switch Between Apps shortcut doesn't work, tip won't go away

Question

The only solution I could find for this is to move my mouse to the top left of the screen, but it doesn't work when I do. Therefore, whenever I have an app open, the ****ing tip to switch between apps won't leave my screen. Same thing for the tip that
shows me where the start button is, only when the tip isn't actually there, I can use the button without a hitch. Seriously frustrating considering I haven't had a computer for almost a week and this happened the moment I started it up.
