Switching Fr 1 User (Min Usage) To Main User (Admin) Lost AirPort...

Hello all.
This is my sister's Intel Mac mini Core Duo, has posted the same question hopefully this time I will get some replies:
Besides the main Admin User, my sis, who has all the access and privileges, we set up another user account for my dad, very minimum access, no System Preferences access in case he mess up things in there, he's only allow to launch iPhoto and Photoshop to manage and simple edit his digital photos.
Here's the "funny thing" we observe:
Everytime if he boots up first into his account, and then when he is done and log out, and my sis log into her account (no restart), in my sis's main admin user account, all wireless AirPort connection is LOST, even if there is full bar in the AP icon on the Top Menu Bar.
We tried turning OFF and then ON the AP Connection, no use.
The "only solution" is to restart the Mac mini and log in directly into the main admin user.
If my sis starts up the Mac mini as normal, i.e. she uses first without logging into my dad's account, the AirPort connection is OK
I wonder why is this happening and is there anything we can do, besides adopting the 'everything-have-to-restart' way.
