Synch from PC to iPad off-network?

Gentlefolk;
I clearly am missing something here. I downloaded a series of apps to my laptop, thinking I could then just synch the apps over to the iPad the following day when I was off the network. Simply copy job, I didn't think there would be an issue.
The iPad did synch with the laptop without a problem, but I ran into a series of authorization errors on the laptop side, even though this was the computer with which I downloaded the apps to begin with.
I can't access the network where I am now, but I didn't thing that since this was essentially a pc-pc copy that I would have to have network access.
When promtped to authorize the laptop to the iPad, the authorization gets rejected because I can't access iTunes over the network that I can't access. BUT, I really don't want the apps on the iPad to be copied over to the laptop anyway...I want the iPad to grab data from the laptop.
So, I am baffled... just what is expected to get the data from the laptop to the iPad?

I too am confused, so I appreciate your response and interest.
I downloaded apps to my laptop. iTunes on the laptop verifies they are there - or at least accessible.
the iPad mounts to the laptop - in that I see my iPad in the left-nav of iTunes on the PC. All the apps are checked, and they appear on the iPad home thumbnails.
The iPad displays "synch in progress" but this message displays for just a few seconds - not long enough to transfer a 50 MB of data or so.
I get various "authorizaton" messages appearing on the laptop.
At some point, the iPad gives up, the thumbnails no longer display all the apps as having been mounted to the iPad home screen.
If I click the "synch" button at the lower-right, I get a re-issuance of "authorization" errors, with the notation that iTunes cannot connect to the Internet -- with the implication that it was dumb of me to even try this synch and transfer of data without being connected to the internet.
Suggestions?
