Syncing and backing up iPhone to a new computer?

I no longer have the computer that my iPhone was synced to and my iPhone was backed up to, I now have another Mac. how can I sync to this new computer and back up my iPhone/

I did a restore today on my 3G. When I synced it to my new laptop (After a backup) my Iphone is now missing all my apps.
I tried to resync it to my old computer and its saying im not permitted to do that. Can I get my apps off my old computer and into my new computer so when I sync they all return onto my phone?

Yes - they are in ~/Music/iTunes/Mobile Applications. First, in iTunes > Store menu, select Authorize Computer, then make sure you're signed into your iTunes Store account. Then copy the apps over from the old computer (use a flash drive, target disk mode, etc.). Then sync your iPhone to the new computer.

How can I sync playlists from my iphone to a new computer?

I have a new Macbook Pro. I transfered the content of my itunes folder from my previous laptop to the new machine but playlists did not transfer. Now I have my playlists on my iphone but want to sync to new computer but Itunes warns me that if I sync my data on the phone will be replaced by the data on my computer, which I do not want to happen because then i would lose my playlists. How can I sync from the iphone to the computer?

I have just transferred my iTunes library from PC to new MacBook Pro and I have an inkling that you may not have copied over your iTunes library files properly from your old library. If you copy over your old library files properly (iTunes library and xml library file- found in iTunes folder on computer)then it should re-create all of your old playlists, ratings etc on new machine.There are lots of postings on this support forum and internet about transferring iTunes library to new computer, may help if you give a bit more detail about how you copied over library in first place and then work from there.

Tthe thing is when i just went to go manually start dowmloading a few of the songs that i knew i already bought , itunes is making me pay forthem again. Its not saying instal like it usuall does when you go download something aleady purchased on your itunes account. I think or thought it might have something to do with the fact that i just changed my apple id name right before i got my new phine but my apps all re-downloaded (manually-no syncing) without making me pay for them again. i dont want to have to purchase allllll my songs again. No it's not stealing. They have an allowance that you can share with so many computers/devices. You'll have to authorize her computer to play/use anything bought on your acct. You can do this under the Store menu at top when iTunes is open on her computer.
As far as getting it all on her computer....I think but I am not sure (because I don't use the feature) but I think if you turn on Home Sharing in iTunes it may copy the music to her computer. I don't know maybe it just streams it. If nothing else you can sign into your acct on her computer and download it all to her computer from the cloud. Not sure exactly how to go about that, I haven't had to do that yet. I wonder if once you authorize her computer and then set it up for automatic downloads (under Edit>Preferences>Store) if everything would download. Sorry I'm not much help on that.

Use your backup copy of your computer to put everything on the new one.
It sounds like you have failed to do this, which is not good at all.
You will have to transfer your itunes purchases from your iphone. Authorize your computer for your itunes account
About iTunes Store authorization and deauthorization
Open itunes, plug in iphone, do NOT sync, click File>Transfer Purchases
When you do sync you will lose your pics ( photo library - synced from your old computer), your itunes content ( music, apps, videos,etc) , your contacts and your calendars. So do NOT sync yet. This is why a backup copy is so important.
Enter one unique contact and calendar entry on your computer.
When you first sync, you should get the option to merger the data. Choose it.
If you want your pics, then you will need to e-mail them to yourself before you sync. They will not be of the original quality as they are reduced when synced to iphone.
When all is as goos as it can be, then backup your computer, and always maintain the backup.

My old desktop PC has been used to sync and back-up my iPhone4.
However, when I installed itunes on the new laptop and tried to sync the iphone I got the message
"iPhone can only be synced with one iTunes library"
How can designate my new laptop as the one wheer I can sync and back-up my iPhone?
Old PC: Windows XP
New PC: Windows 7
Can somebody please send me step by step guide as im a novice with PC/iTunes

It will clear the phone. You need to restore the backup you made of your important files from the old computer (surely no one in the third millennium who uses a computer does not back it up regularly).
You can recover iTunes-purchased music, videos and apps from the phone, but not music from other sources. Connect the phone, do not sync, and choose "Transfer Purchases" from the File menu.
Photos in the Camera Roll can be transferred buy using the Camera Wizard on your computer.
Contacts and Calendar can be synced with apps on your computer; just make sure there is at least one entry in each app on the computer before syncing.
You are out of luck if you have photos in the Photo app on the phone; there are apps for your computer that can extract them, but they will be lower resolution than originals because they have been optimized for the iPhone's resolution.

Sky is right you can restore the old backup and it will not affect the old iPad
To make sure do this:
1. If you have the old one then just turn off wi-fi and the iPad (that's just for your peace of mind)
2. Put new iPad on airplane mode (just for no interruptions )
3. Connect it (while it's on, don't shut it down)
4. Follow prompts and when it asks if you want to setup as new or restore CHOOSE: RESTORE
5. It will make its magic (just wait for it to sync, restarts, and finishes) it might ask you to update software if it does just accept
6. You can rename your new iPad like that you can have a fresh back up
7. ENJOY your new iPad

I can't sync my iPhone and back up my data with my computer because iTunes says to enter the passcode into my iPhone to unlock it, but I am unable to unlock and enter in my passcode on my iPhone because the screen is shattered. And what will happen to my old iPhone and the data on it if I activate my replacement iPhone? Will my broken iPhone just become de-activated and will the data be erased or lost or something? Does Windows not have a method of transferring everything from one computer to another?
You can use your backup copy of your computer to copy everything.
For the itunes portion, you can type "move itunes library" into the google search bar.
Windows should have a way to copy all doc/pics/files/contacts/calendars/etc.
