Syntax problem (?), help me

I want to generate dynamically a XSQL query in a XSL stylesheet like this:
<xsl:template name="genAbfrage">
<xsl:for-each select="page/ROWSET/ROW">
<xsql:query> <------ How to insert this
SELECT <xsl:value-of select="USERNAME"/>
</xsql:query> <------ How to insert this
<BEGIN_ZEIT>
<![CDATA[<xsql:query>]]>
SELECT......
<![CDATA[</xsql:query>]]>
etc.
I have tried this with CDATA,xsl:element,xsl:text,etc but the SQL Servlet does not execute my query.
I call this from XSQL
<xsql:include-xsql href="test.xsql" />
Is there a way to do this????

many thanks for your answer.
I am not sure, if it is possible to do the following:
1. I want to create dynamically SQL-queries from a schema-query. I tried this with the sample ViewOrgVersuche.xsql/ViewOrgVersuche.xsl files.
2. I want to include the received result set from point 1. ( from the dynamically SQL-query) into my sample file test.xsql. The sample file test.xsql contains a static SQL-query ( this is excecuting correctly ) and the dynamically generated SQL-queries, which have a correct syntax but are not executed from the underlying query-framework.
Sorry for my horrible english !
