System not signing out or shutting down properly.

The problem is sometimes (not always) when I shut down my computer (which I recently updated from Windows 8 to 8.1 via Store), or sign out - it hangs. Hangs in the way, that when signing out it keeps showing signing out for 30 minutes, after which I just
force shutdown it. Same is the case with shutting down: after the screen is turned off, I still see the processor light on, even after a lot of time, indicating that it has not actually shut down. This has been the case since a lot of time now.
The biggest problem is, it occurs frequently enough to be an issue, but not everytime. For example, if I turn off/sign out 10 times a week, this problem is present, like only 7 times. So I can't find a definite cause for it. Also, this is primarily an issue
with the sign out: I think the shutdown fails because the sign out fails - so it's about fixing the sign out.
With no sort of visual indications or error messages, the only place I can start troubleshooting is the Event log. Looking at the System logs under Windows, the only error reported around the time of shutdown and (surprisingly) even when the PC is being
used is Event ID 10016 "The machine-default permission settings do not grant Local Activation permission for the COM Server application with CLSID {C2F03A33-21F5-47FA-B4BB-156362A2F239} and APPID..."
Using the registry, I found that this application with the above mentioned CLSID was: Immersive Shell. Looking deeper into the Event Log, I found that this error started occurring only after Windows 8.1 was installed. This confirms that this issue is
caused by some fault during update.
I would like to make it clear that a Refresh or a Reset is my last resort - simply because I do not want to spend hours reconfiguring my system and desktop apps. I want to get to the solution of this issue - not overlook it.
Even more interesting, sometimes the error would end like: " from address LocalHost (Using LRPC) running in the application container Unavailable SID (Unavailable). This security permission can be modified using the Component Services administrative
tool." (the case around the time of shutdown/sign out),
and sometimes like: "to the user PCNAME\USERNAME SID (S-1-5-21-1925085438-1685653947-3436975336-1001) from address LocalHost (Using LRPC) running in the application container Microsoft.BingNews_3.0.1.174_x64__8wekyb3d8bbwe SID (S-1-15-2-508114518-3340871649-811464485-526616082-4258465299-1774086546-1865468257).
This security permission can be modified using the Component Services administrative tool". (during the time the PC is on). And this kind of error occurs with many other Modern apps, so you can replace the part after "running in the application container"
with the details and name of any installed Modern app.
So, what is this error essentially, why does this occur, and most importantly, how do I fix it? Thanks in advance for any solutions/suggestions.

This automatically granted me full control on Administrators for Immersive Shell (did not notice then, but when you asked me to do so, I checked it). But the issue was not resolved. Then, when you mentioned about posting complete event log details,
I thought I had only left out the APPID part (which was irrelevant to solving this issue). But just to be double sure again, I checked (I was right). And this lead me to something interesting, the recent error ended with:
to the user NT AUTHORITY\LOCAL SERVICE SID (S-1-5-19) from address LocalHost (Using LRPC) running in the application container Unavailable SID (Unavailable). This security permission can be modified using the Component Services administrative tool.
So, I just added permissions for LOCAL SERVICE to all 3 parts (Launch and Activation, Access and configuration permissions) - and tested by doing 2 sign-outs and 2 shutdowns.
And surprisingly, it all worked well. So, based on this I can declare: <strike>PROBLEM SOLVED!!!</strike>

On the third shutdown, it again stuck. Checked the event log again: this time it's event 10010 (around shutdown, 3 times in a row):
The server {03E64E17-B220-4052-9B9B-155F9CB8E016} did not register with DCOM within the required timeout.
And there's another one (during general PC use):
The server {209500FC-6B45-4693-8871-6296C4843751} did not register with DCOM within the required timeout.
OK, now I am trying to solve this issue.

  • Cannot Log Out or Shut Down

    After extended sleep mode, I cannot log out and computer will not shut down.
    The first symptom of a problem that I noticed was that after waking from an extended sleep (i.e. overnight), the screen saver no longer worked and would not auto-start. I thought this was a problem with the screen saver and called Apple support. During the troubleshooting process, I was instructed to shut down the computer, but could not do so. I was forced to hold power button to force shut down. We ran disk utility and repair permission in an attempt to correct the screen saver issue. After rebooting the screen saver worked, but this issue remained a watch item.
    The next day, after the computer awakened from auto sleep mode (overnight), same problem. Screen saver failed to start, I could not start it from the assigned hot corner, and I could not log out or shut down. When selecting log out or shut down, error messages would appear to the effect "log out timed out because Mail would not quit." The Mail program was not active in the dock, and when I tried to Force Quit, it would not display in the list of programs to force quit. I also noticed that Time Machine could not find the external drive. I had to hold down power button and reboot to resume normal operation.
    I cannot resolve these problems.
    Here is my configuration: Mac Mini G4 1.5GHz with 1GB memory. Upgraded from Tiger to Leopard. I have an Admin account & parental controlled account. Power save is set to sleep automatically after 1 hour, and screen saver is set to auto-start after 5 minutes. Computer wakes daily at 5:30 am. I have set a password for screen saver. Time Machine is set to "On" to backup to 250GB LaCie Firewire external hard drive. No content barrier software installed. I have removed all programs from Startup folder.
    I plan to call Apple support again, but in the meantime, any suggestions would be greatly appreciated. Thank you.

    Hi there EEP1 - I have had the same problem with my Mac Mini for years and cannot solve it either. When my Mac comes awake from sleep Mail usually looks for new mail and hangs indefinitely. I try and quit or force quit and this will stay in the dock. I'm not sure whether Mail is the problem or not, but it seems to take out actions associated with file control in the Finder [saving, quitting, shutting down, force quitting etc.]. It's really frustrating and I'm sure it's not healthy to force restart each time it does this.
    Did you manage to call Apple again? Or find any other soloutions? It's a tricky search term to define when looking for advice from forums!

    2 days ago skype was working fine.
    now everytime i start it up and sign in it automaticly signs out and shuts down for no apparant reason.

    Option 1
    Back Up and try rebuild the library: hold down the command and option (or alt) keys while launching iPhoto. Use the resulting dialogue to rebuild. Choose to Rebuild iPhoto Library Database from automatic backup.
    If that fails:
    Option 2
    Download iPhoto Library Manager and use its rebuild function. This will create a new library based on data in the albumdata.xml file. Not everything will be brought over - no slideshows, books or calendars, for instance - but it should get all your albums and keywords back.
    Because this process creates an entirely new library and leaves your old one untouched, it is non-destructive, and if you're not happy with the results you can simply return to your old one. .

    MacBook Pro will not shut down properly. Gray screen appears with spinning gear but will not shut down completely.

    If you have more than one user account, these instructions must be carried out as an administrator.
    If you have an optical drive, make sure there is no disc in it.
    Launch the Console application in any of the following ways:
    ☞ Enter the first few letters of its name into a Spotlight search. Select it in the results (it should be at the top.)
    ☞ In the Finder, select Go ▹ Utilities from the menu bar, or press the key combination shift-command-U. The application is in the folder that opens.
    ☞ If you’re running Mac OS X 10.7 or later, open LaunchPad. Click Utilities, then Console in the page that opens.
    Step 1
    Make sure the title of the Console window is All Messages. If it isn't, select All Messages from the SYSTEM LOG QUERIES menu on the left.
    Enter "BOOT_TIME" (without the quotes) in the search box. Note the timestamps of those log messages, which refer to the times when the system was booted. Now clear the search box and scroll back in the log to the last boot time when you had the problem. Post the messages logged during the time something abnormal was happening. That time might be before or after the boot.
    For example, if the problem is a slow startup taking three minutes, post the messages timestamped within three minutes after the boot time, not before. If the problem is a system crash or shutdown failure, post the messages from before the boot time, when the system was about to crash or was failing to shut down. In either case, please include the BOOT_TIME message at the beginning or the end of the log extract.
    Post the log text, please, not a screenshot. If there are runs of repeated messages, post only one example of each. Don’t post many repetitions of the same message.
    Important: Some private information, such as your name, may appear in the log. Edit it out by search-and-replace in a text editor before posting.
    Step 2
    Still in Console, look under System Diagnostic Reports for crash or panic logs, and post the most recent one, if any. In the interest of privacy, I suggest you edit out the “Anonymous UUID,” a long string of letters, numbers, and dashes in the header of the report, if present (it may not be.) Please don’t post shutdownStall or hang logs — they're very long and not helpful.

  • My rove does not shut down properly

    Recently my HP ENVY Rove 20 Mobile AiO PC has stopped shutting down properly. I select shutdown and the computer powers off the screen and disables the keyboard and mouse, and then stops doing anything. The power button remains illuminated, and I can hear/feel the fan working. I went into setting and turned off the fast restart option, but this has not had any effect on the problem. I did a command prompt also to no avail.
    Please help me out here, this is very frustrating I received this machine as a Christmas present so its only a month old.

    SOLUTION  :
    Open the BIOS (at the starting press f10).
    f9 to restor default
    Then save and exit (press f10 again)
    Restart the computer.
    Do this again and set it back to "Enable" that wil help the computer to not over heat.
    And now your ROVE will start and sleep correctly.

  • Hangouts causes Chromium/Chrome to not shut down properly

    Every time I run Chromium or Chrome after logging in, I get an error saying that the program did not shut down properly, and it asks if I would like to restore the windows that were loaded when it did not shut down properly (even though I shut the app down like normal every time). I have narrowed this down to an extension issue, and the problem only being with Hangouts. If I disable the official Hangouts plugin, the problem stops, but enabling it again will cause the problem to start again. I only get this error if I log out of my user account and log back in, or if I reboot my computer. It actually doesn't seem to cause any functional problem, it's just a bit annoying.

    I don't think that's the case here. The OP said he has the problem even when closing Chromium manually.
    FWIW, I'm on Gnome 3 and I can confirm that closing the browser using Ctrl+Shift+Q works (i.e. no "restore" option afterwards, all tabs automatically restored) but shutting down Gnome without closing Chromium first causes the "restore" option to appear next time.
    Still, Gnome does not close it properly, although disabling the Chrome/ium background operations will fix the problem, it won't address the problem on its own.
    I wonder if this is stuff that Gnome devels need to be aware of.

    I bought a HP Pavilion dv6 3209 tx laptop only one month ago. It provided Win Home Basic. I tried to install Ubuntu 10.10 Maverick along with it, from a pendrive .... I didn't get installed, & at that time, The screen suddenly became colourful with some bizarre symbols !! I shut it down with the power key.
    Since then, The home basic became very slow, cpu usage often reaches 100% or very high even while idle, does not shut-down properly.
    Then I formatted the hard disk,clean-installed Win 7 Pro (Got it from msdnaa) as well as ubuntu maverick. Now when I restart the system, it shuts down & restarts. But if shut down, then the desktop goes blank, but the fan keeps running, power indicator keeps glowing, system never shuts down till the power key is long-pressed. Also, The CPU usage becomes very high, sometimes it's normal.
    I'm confused. Is that any hardware issue ? Do I need to format it again, install xp sp3 & check it if the problems remain ? Please help !!
    when the lappy runs in Ubuntu, it's operating speed or CPU usage is normal ..... even when I'm writing this reply from Win 7, everything is normal, but sometimes it's not so smooth...... task manager shows CPU usage as 90 % or more !! I've decided to install xp & then check if the shutdown issue & slowness remains there too.

    Check in "System Preferences">"Energy Saver" to see if you have the "Computer Sleep" bar set too low.

    Sounds like a major hardware problem.
    If no change after restoring your iPhone as a new iPhone or not from your iPhone's backup, there is a hardware problem.

    On Shutdown, the screen goes black, appears to be shut down, but start button will not start unless you hold it in for several seconds. After machine boots messages says not shut down properly. Does this everytime. Has done it since it was new a year ago. the screen is black, but the button will not start the machine unless you hold it down, then you get the message. Have never seen anything like this. It is as if the machine thinks it is still running.

    I'm not sure that a normal shutdown followed by turning off a power strip will reset the SMC. Power strips just switch off the "hot" leg of the power but do not interrupt the "cold" (neutral) leg or the "earth" (ground) connections. It may be that the SMC senses the cold-to-ground path or something like that to do a reset.
    It may also be that the Mac hasn't actually shut down completely when you switch off the strip. You might try waiting a minute or two before doing that to see if it makes a difference, or listening carefully for any noises coming from the Mac after the menu shutdown before hitting the power strip switch.
    I sometimes use an old veterinary stethoscope to listen for sounds coming from Macs for troubleshooting purposes (although never yet with a MacPro) & have noticed that the screen goes dark a little before everything else is fully shut down.

    You may still have a Croatian language pack installed if you didn't uninstall a previously installed Croatian version and checked the Firefox program folder for remnant leftover files.

    I have contacted apple's phone support 3 times but it still won't shut down properly.
    1. they asked me to do a pram reset
    2. they asked me to go into the safe boot mode (and it does shut down properly)
    3. they asked me to clear my cache (it shuts down after i cleared it but i have to force shut my computer and wait until i swicth it on again to empty the bin and then it shuts down properly)
    4. they asked me to reinstall my OS(but thats such a hassle and there shldnt be a problem with the OS bcos it shuts down normally on safe boot)
    Are there any other solutions to this? It's been happening for the past 3 months... I suspect that it's the third party applications that are causing these problems. I tried reinstalling them but it still won't shut down. (eg, photoshop, filezila, firefox)

    During startup, you’ll see a progress bar, and then the login screen, which appears even if you normally log in automatically. You must know your login password in order to log in. If you’ve forgotten the password, you will need to reset it before you begin.
    Safe mode is slower than normal, and some things won’t work at all.
    Note: If FileVault is enabled under Mac OS X 10.7 or later, you can’t boot in safe mode.

    First, try a system reset.  It cures many ills and it's quick, easy and harmless...
    Hold down the on/off switch and the Home button simultaneously until the screen blacks out or you see the Apple logo.  Ignore the "Slide to power off" text if it appears.  You will not lose any apps, data, music, movies, settings, etc.
    If the Reset doesn't work, try a Restore.  Note that it's nowhere near as quick as a Reset.  Connect via cable to the computer that you use for sync.  From iTunes, select the iPad/iPod and then select the Summary tab.  Follow directions for Restore and be sure to say "yes" to the backup.  You will be warned that all data (apps, music, movies, etc.) will be erased but, as the Restore finishes, you will be asked if you wish the contents of the backup to be copied to the iPad/iPod.  Again, say "yes."
    Finally, if the Restore doesn't work, let the battery drain completely.  Then recharge for at least an hour and Restore again.
