Template that worked in CS6 is not working in CC

I moved to Dreamweaver CC from CS6.
In CS6 I created a template that I used throughout the site.  In the past it has worked fine.
I upgraded to CC.
I made a change to the template and CC tells me I only have one file to update.  I have thousands.
I checked one of those files that should have been updated and it appears to still be associated with my template.
I open the site with CS6 and make the same change I was trying to do in CC and it finds a whole slew of files.  I'm not sure if it will see the files I changed since moving to CC, but this is proving that this is a verifiable bug with CC.
How do I fix Dreamweaver CC?

Please remember that these templates have been in use, in some form for ten years now, so yes the code is old.
