The app I'm trying to download refuses to download

Im trying to download GarageBand from the app store. I'm using my friend's apple ID and downloading it using iCloud. When I tried to download it the first time, after a few hours of successful downloading, a popup comes on that says "GarageBand couldnt be downloaded at this time." So I press done and retry after a few hours. The same thing happens. I get the popup. So I stopped trying for a day. Today I tried to download it again. Now what does is say loading, with the blue bar halfway through, then waiting. It flashes between loading and waiting a few times, then the same popup comes on. Loading, waiting, loading, waiting. That's all it does! Is there anything I can do to fix the problem?

usually this happens if you have an outstanding balance, owe on a previous purchase, or if your billing information doesn't match what is on your banks records.
also remember that a lot of free apps have paid in-app purchases, so it may be a requirement to go ahead and add that billing info.
