Apple doesn't answer questions here. Everyone here is a user so we wouldn't know about why there is an issue with your account. If it is a bank card, then you need to check with the bank.

Then contact your bank and find out why the authorization is being refused.
Note that debit cards are not accepted in all markets. You need a valid credit card with a billing address in the country of the store in which you're trying to set up an account. You must also be physically present in that country.
You can not, for example, set up an account in the US or UK store if you are in Russia. -

My rue la la app for ipad stopped working. I deleted the app and tried to reinstall it, it is no longer available in the app store and when I research it on safari and find it when i try to install it says that it is not available in the us store. What is that all about?
My app did the exact same thing. It is still unavailable on the App Store and when Rue La La's site directs you to download their app, the "not available in the U.S. message appears. This happened to me last night. The app wasn't working, I deleted it and was just going to reinstall but was unable to find the app. I figured it was some glitch but I have tried multiple times this afternoon to no avail.

Does it show on your device's taskbar (double-click the home button) ? If it does then try closing it from there (swipe/drag it up and off the top of the screen).
If it still doesn't open, or if you can't find it on the taskbar, then have you tried a soft-reset to see if you can open or download it after the device has restarted ? Press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider), after which the Apple logo should appear - you won't lose any content, it's the equivalent of a reboot. -
why would it state under the "more about this mac" that i already have10.8.3 and then in the app store say i need to "resume" do you know what i mean? is it possible i already did download mountain lion entirely once? I am confused and don't want it twice
This is cause by the way the App Store checks to see if an application is installed on your system.
Basically when an app is installed it is in the Applications folder and this is where the MAS looks for them. So it looks at your purchase history for the apps you bought and looks in the Applications folder to see if they are installed. If an app is in your purchase history but not in the Applications folder the MAS says you need to install it.
For normal apps this works fine but the OS doesn;t install into the Applications folder. So the MAS sees you have Mountain Lion in your purchase history but it's not in the Applications folder and so it says you need to download it.
Hopefully one of these days Apple wil fix this.

I cannot download any applications from apps store. When i enter the required information to get the app, it says that my post code is inaccurate. i am from the caribbean but i have purchased my ipod in the US. I have entered a US postcode where i stayed as well and it failed also.
You can ONLY use the itunes store of your country of residence.
You cannot use another countrys itunes store. -

I have a similar problem and have had this before.
I rang Apple the first time and they said because I had 2 Apple ID's this can happen so I cancelled one Apple ID (which is another problem and drama in itself) and that resolved the issue.
I now have the problem again with only one Apple ID so I've transferring purchases from my iPhone and iPad to iTunes. Then I synced again and hoped for the best. Unlucky! Didn't work. Time to call Apple support again... -
