The computer will not do a warm reboot

I was surprised not to find this problem from this forum already, since it's obviously a mobo problem.
The computer works great otherwise, but will not do a warm restart. Meaning, that when I select "Restart" from Linux or Windows (or press Ctrl-Alt-Del), it just freezes on black screen after the operating system has turned off. I need to press reset to get it restarted. It's just a bit annoying problem, not more. Therefore, I always need to turn the computer completely off and then back on to reboot it. It always boots, but never reboots without pressing the reset.
I updated the BIOS to latest version using LiveUpdate (it fixed the "high temperature for CPU" problem, was showing about 60 C before, now 35 C). Some specs of the computer:
Celeron 2,4Ghz
256MB DDR
TNT2 M64 32MB
using onboard sound and LAN
120GB Seagate IDE harddrive
Any solution to get the computer to reboot without reset?

No manual with the mobo. It was sold bulk (but brand new). I've tested quite many BIOS-settings already...
