The "Find my iPhone" troubleshoot help needed....

"The find my iPhone" app is locating my device in a different state vs. the current state I live in. Can anyone help me troubleshoot this? Does this have a fix?

I'm assuming you know where your device is and it's in your state - right?
Which device?  If it's not an iphone, then it could be that the wifi router it's connecting to is not correctly registered to its location.  Do you know which router is being used?  Is it your home router or at some other location?

    It is not the app, it is Find My iPhone enabled with your iCloud account settings on the iPhone.

    If you did not set up Find My iPhone, then only your cell carrier would have the possibility of tracking your iPhone, if they offer such as service. Some carriers do, but most require you to sign up for the service and pay extra. You can call your carrier and ask if they have any tracking service available to you.
    If your carrier does not offer such a service and you did not set up Find My iPhone, then there is no way to track the unit. Contact the police and change any passwords for any online accounts you may have used from your iPhone (the iTunes Store, for instance).

    Try closing the App Store app via the iPad's taskbar and then do a soft-reset and see if you can install it after the iPad has restarted. To close the App Store : double-click the home button to open the taskbar, and then swipe or drag the App Store app's screen from there up and off the top of the screen to close it, and click the home button to close the taskbar.
    Soft-reset : press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.

I went into his itunes account and downloaded the "find my iphone app" app under his account. When I try to log into "find my iphone" under his name on my device I get an error msg involving icloud......he is MUCH better at this stuff then I am BUT he is in school and now I  need to figure out how to use the "find my iphone app". PLEASE HELP

    It doesn't matter whick account you use to download the app.
    You have to sign into the app (or iCloud.com from a web browser on your computer) with his Apple ID & password.
    Find My iPhone will only work if it was enabled in the iCloud settings on the device and it was powered on with a connection to the internet

    - If you previously turned on FIndMyiPod on the iPod in Settings>iCloud and wifi is on and connected go to iCloud: Find My iPhone, sign in and go to FIndMyiPhone. If the iPod has been restored it will never show up.
    - You can also wipe/erase the iPod and have the iPod play a sound via iCloud.
    - If not shown, then you will have to use the old fashioned way, like if you lost a wallet or purse.
    - Change the passwords for all accounts used on the iPod and report to police
    - There is no way to prevent someone from restoring the iPod (it erases it) using it.

    You need to use the Find My iPhone app (in the itunes store - free).  When invoking it on a device, you enter the ID password of the account the lost device is connected to.  You can also use a computer's browser and log into icloud.com.

    If you're able to contact the person who set the lock, send them this link and tell them to follow its instructions.
    If not, you can't use the device but may be able to get it refunded. Apple won't remove the lock for anyone other than the original owner(assuming they're alive.)

    The Find My IPhone app is used to find OTHER lost devices, it does nothing to make your device "findable".  To make it findable, you must turn on "Find My IPhone" in settings. And than you need location services on.  This however does not guarantee that you'll always find it if lost. A thief can set it to factory settings, even remove the sim card. Then it'll be unfindable.
