You will have to contact Support: the iTunes Store is probably the best place to start. I can not get to iPhone screen, so no way to get to Settings. That is the problem. When I connect phone to iTunes I get screen asking to insert SIN card. On the phone I'm getting Cinfigure screen asking Launguage , Country or Region, Wi-Fi, ( I can connect to my home wi-fi), and last screen "Activating your iPhone". Try the advice here. I had the same problem and it worked for me.
You have to delete the "SC Info" folder from /Users/Shared. You will have to use Terminal to enable you to see this folder first. Make sure iTunes is not running when you delete the "SC Info" folder
There is an article from Apple on this here. The "SC Info" folder contains iTunes authorization information.

If you can't remember your apple id or password then sadly that phone has been bricked, without that infomation te activation lock cannot be removed by apple or anyone else.
