The "network.IDN.whitelist.la" setting in about:config is being ignored

Hi,
By default .la domains are not enabled to show IDN names (they get converted to punycode).
I want to override this just on my PC so I created the new setting network.IDN.whitelist.la as a boolean and set it to true. But when I navigate to

Hello,
Is this really worth any amount of troubleshooting whatsoever? A turd emoticon domain name, displaying nothing but said emoticon.

As you can see from the screenshot, manual whitelisting works with the following site.

If the other one doesn't work, then it's probably because symbol domain names aren't supposed to be allowed. I thought the ''network.IDN.blacklist_chars'' preference would be the place to look, but I didn't see the character there.
