The PATH Hit a Wall!

Question

No matter what I do I just can't get the PATH settings right. Every time I try to start the
NetBeans IDE 6, I keep getting a "no compiler found message". I don't know whether
this software dosen't have any compiler at all, or it's not compatible with the IDE, or I
just haven't given the PATH environment the right setting, I just can't figure it out.
And whenever I try to run a Java program, using the Java command I get the message:
Exception in thread "main" java.lang.NoClassDefFoundError: ExampleProgram
Caused by: java.lang.ClassNotFoundException: ExampleProgram
