Welcome to the Apple Community.
First you should try logging out of your iTunes Store account (settings > iTunes Store > accounts) and then back in again.
If that doesn't help, try resetting the Apple TV (Settings > General > Reset > Reset all settings). You should also try restarting your router.
If both of the above don't help, you should try a restore (Settings > General > Reset > Restore).

First, press and hold the home and power buttons until the Apple icon appears.
The problem could be that you don't have enough storage on the device itself, not on iCloud. Go to Settings>General>Usage to see how much "Storage" you have available on the device. Farther down the list is the available storage on iCloud.
Also check:
Go to Settings>iCloud>Storage & Backups>Manage Storage; there, tap the device you need info on and the resulting screen lists Backup Options with which apps store data on iCloud as well. Tap Show All Apps to get the complete list of apps and MB used for backup storage.
A device needs many MB of storage in order to perform a backup to iCloud.

As we all concern about our iphone location once it is not within our capability to reach. "Find my iphone" is a very good features for finding lost phone but once the iphone is being power off by the third party, the features would render useless. Therefore, I strongly suggest the passlock system should be intact together with the power off system. We spend a lot of time to unlock our screen for the security purpose why not the power off button? It would not that as much as time for us to power off but it increase the security purpose. Hello. Have you tried using Safe Mode yet? For PC hold F8 on startup and select Safe Mode from Advanced Boot options screen. Also try reinstalling iTunes. Also open up the error console (wherever that might be; I'm a Mac person) and post the error that is causing it to quit. Hope it works!

The steps in the second box are a guide to removing everything related to iTunes and then rebuilding it which is often a good starting point unless the symptoms indicate a more specific approach. Review the other boxes and the list of support documents further down page in case one of them applies.
Your library should be unaffected by these steps but there is backup and recovery advice elsewhere in the user tip.

You ask: "So why didn't you provide the same?"
It just didn't occur to me to do so.
My intent was to report that there was at least one other user encountering a similar problem. It occurred to me that Adobe might be interested in determining the scale of a problem which causes one of their best known products to fail to run quite so completely after a clean install
I also see that I misreported the OS I'm running - its Windows 8.
If there is further information I can provide which might be helpful in determining a solution, if someone could be specific about what would be helpful, then I will try to respond appropriately.

The X230 has Intel HD 4000 graphics support built in to the processor. Windows was pretty stubborn about refusing driver updates, but I just managed to get drivers from the Intel site to install and Photoshop is now running, so hopefully I need not try your patience any further.
In case anyone else has a similar problem and stumbles on this the way to install the driver that worked was to:
- download the zip version of the generic driver from Intel
- use the 'have disk' option in the windows dialog to install the driver - other paths in the UI did not work with windows refusing to install the driver.
