The volume will only go to the highest level and I am unable to lower the volume even when sliding the bar

I am unable to adjust the volume level.  The slider bar goes to the maximum volume even after I try to adjust it lower.

Try the standard fixes:
- Reset:
Reset iPod touch:  Press and hold the On/Off Sleep/Wake button and the Home
button at the same time for at least ten seconds, until the Apple logo appears.
- Restore the iPod from backup
- Restore the iPod to factory defaults/new iPod.
