Standard warning label caveat: You CAN use these chargers interchangeably as long as both devices use micro USB technology, and not mini USB. (Basically don't force the charger in the charging port.) Will the HDMI adapter for the Ipad serve as an output AND an input?

I do a lot of video productions and could use an extra moniter on site. The camera I use has an HDMI out, and I noticed there is an HDMI adapter for the Ipad. Would the Ipad recieve/display the signal being sent from my camera? If not, is there another way?

The Apple Digital AV Adapter only output to TV. It cannot be tethered to a camera.

Have you selected the appropriate input from the TVs perspective using the TV remote? If that isn't enough, check the settings in System Preferences > Displays, and if you don't have sound, System Preferences > Sound.

As HCA cards are dual port, it make sense to get 2 cables and wire both ports into the switch and bond those 2 ports as a single logical NIC. Also note that GigE typically is only 1Gb/s. 10 Gb/s is available, but expensive (especially the switch). Infiniband typically is QDR rate today that provides you with 40Gb/s pipes. So each port on the HCA will be 40Gb and the bonded port will thus be 2x40Gb/s.
Infiniband is a lot faster and more scalable for an Interconnect than GigE.
Also, because of the capacity and flexibility and low latency of Infiniband, you can also use it for your storage fabric layer (running your storage protocol over it).
Typically you will need to get HBA cards (dual fibre port) to wire the RAC node to the storage array's fibre channel switch. These HBA ports are 2Gb/s.
You can eliminate these HBAs and fibre cables by using a storage protocol like SRP (Scsi RDMA Protocol - RDMA=Remote Direct Memory Access) - running SRP over your Infiniband infrastructure, together with your Interconnect.
This is btw what Oracle's Database Machine and Exadata Storage servers use (and one the reasons they have broken all RAC performance records).

Well, I have exactly the same model USB wall charger and a 2G touch running 3.0; everything still works exactly as it did before the upgrade. I guess that means we can't blame 3.0.

No, you shouldn't. the existing block should take of any voltage reulation for you.

Not staff or owner by a long shot.
I just know that anecdotally I have seen people reporting issues with their mini's charging. Is there a real issue or not? I don't know. Not a day goes by that a person doesn't post here complaining that their iPad won't charge and it turns out that they're trying to do it via USB or with the iPhone block.
But while there are a lot of user fixes sometimes it's good to have the pros take a look at things,and at the very least document that there has been an issue.
the four main reasons an iPad won't charge (beyond being plugged into a USB port)
Bad cable
bad outlet
bad brick
rule those out and it leaves issue with the iPad.

Could be the charger, cable or iPad. Plug the USB cable into your computer. It may say "Not Charging", however, it is charging slowly and will verify that the cable is good.
Try this first - Reset the iPad by holding down on the Sleep and Home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons. (This is equivalent to rebooting your computer.)
The quickest way (and really the only way) to charge your iPad is with the included 10W or 12W (5W on Mini) USB Power Adapter. iPad will also charge, although more slowly, when attached to a computer with a high-power USB port (many recent Mac computers) or with an iPhone Power Adapter (5W).
