If you are doing from your Computer, first sign out from iTunes Store if it was signed in before.
Go to iTunes stores now and select Apps tab, choose and buy a free App first and a popup window will ask you to either log-in or create Apple ID. That's when you go to create your ID.
The next window will give you a NONE option.
Same thing if you are doing it on your Device, sign-out from Store first, buy a Free App and proceed from there.

    You don't have to have a credit card but it is normally used at some point to validate your address so that, for example, you don't try to access the store of a different country. There are usually some hoops you can jump through as you create your iTunes account that workaround the need for a card, otherwise once the account is set up you may still see the request. You can try this method...
    Enable the menu bar if needed with Ctrl+B
    Sign out of the iTunes Store from the Store item on the menu bar
    Go to iTunes Store home page
    Go to Quick Links > Redeem
    Sign in with your Apple ID
    Go through the screens, accepting the EULA, etc.  You should arrive at a Review Payment screen where one of the options is None - select this and continue... you shouldn't actually need to redeem a new voucher/card
    I've adapted the steps slightly from this post. I haven't tested the exact senario since my account is already set up so I get straight through to the redeem code screen but if it works for you it would be useful to know what screens you see at step 6 and when you can return to the store page.

    How did you create the account ? If you followed the instructions on this page when creating it then you should have got the 'none' option : http://support.apple.com/kb/HT2534
    e.g. on a computer's iTunes, if currently signed into an account then you logged out of it, and you then found a free app in the store and clicked on its free 'price' :

    When I tried that process to create an account a few days ago I got the 'none' option on the payment details screen.
    If you didn't use that process then you will need to create a new account using it (the instructions won't work with an existing account).

    Unless you use the steps on this page when creating a new account : http://support.apple.com/kb/HT2534
    then you will need to enter credit card details before the account can be used to download any item from the store.
    If you don't have a credit card then you will need to create a new account, and follow those instructions. If you want to use the same email address then you will need to remove it from that account first e.g.by logging into it via the Store > View Account menu option on your computer's iTunes or via http://appleid.apple.com - you should then be able to use it on a new account.

    If you want to use the email address that you used on the first account then you will need to remove it from that first account before you can do so e.g. via the Store > View Account menu option on your computer's or via http://appleid.apple.com - you can create a new email address via http://gmail.com or http://hotmail.com to replace it with.

    It sounds like you want to select None as an option in your iTunes Billing info. This article explains why that is not available, and the criteria for being able to select it:

    If you want to select None and remove the payment information or credit card from your account, follow these steps.

    Create a new ID by following the steps in this article exactly as written: http://support.apple.com/kb/ht2534.  Pay attention to step 3; you must first download and install any free app then create the ID.

    OK - skip that link....I just went through it again, and since you already have an Apple ID, it directs you to another article, which then directs you to the original one you were looking at.....so THAT's not going to work!
    So, I'd say, at this point, you need to contact iTunes support to see if they can tell you why you are not seeing the "None" option...

    You can create an iTune and App Store account without credit card details
    1. Sign out of current Apple ID if you are sign-in to one (important)
    2. Go to App Store and select a free app
    3. Tap INSTALL APP
    4. Create New Apple ID
    5. Confirm Your Country
    6. Agree with Terms and Conditions
    7. Fill in your Apple ID and Password (you must create a new Apple ID; don't use your old Apple ID)
    8. Create and answer your secret question
    9. Select NONE for Payment Method
    10. Fill in Billing Address
    11. Submit application for new Apple ID
    12. Wait for verification email
    13. When email arrive, verify your account
    14. Start downloading your free apps

    Peter, I had the same problems!  I could set up my account for iTunes without a card by doing the following:
    - open iTunes
    - Sign In
    - Get the message saying that the account must be reviewed for iTunes
    - click Review
    - Ok the Use Terms
    - on the screen where you see your username, password, security questions, there are two check boxes at the bottom for receiving emails from Apple (marketing stuff).  I was always deselecting these, but one time i just left them checked and clicked Continue
    - after leaving them checked, i then saw the NONE option next to PayPal.
    I did this with my existing account.  I tried creating a new account, but if I deselected those two options, i didn't see NONE even with the completely new account.
    Hope that helps you!  It was a bugger for me too!

You must use an email address that you have not used with Apple before. Make sure you specify a birthdate that results in being at least 13 years old
