There napps cannot be accepted by your Apple ID

Hi,
I want iPhoto, but I am getting following message.
These apps cannot be accepted by your Apple ID

Is this second hand MacBook? Was it wiped?
If it's new, iPhoto should already be on it, which is why it won't let you redeem one.

Then the third pop up says "We could not complete your request. There was an error in the App Store.  Please try again".  Just want to know how do to fix.

    After I upgraded to Mavericks I was also having this message when I tried to update. There was a previous post about this problem which offered this simple solution which worked for me:

    Got it! Thanx.  What I did was go to my account, check that they had my new ID and Password which they did, then hit reset button. All fixed.

    Either use the Apple ID you used when you originally purchased the applications or you will have to purchase them using your Apple ID. If you did not have the other Apple ID, then you have the applications illegally or they were improperly included with a computer you purchased from someone else.

    Nun kann ich verschiedene Applikationen, welche standardmässig dabei (iPhoto, iMovie, GarageBand, etc.) weder installieren, gebrauchen noch herunterladen oder kaufen.
    Im AppStore heisst es bei den jeweiligen Applikationen "akzeptieren" - Wenn ich auf diesen Knopf drucke kommt aber folgende Fehlermeldung "These aoos cannot be accepted by your Apple ID". In der Beschreibung der Fehlermeldung heisst es, dass ich wahrscheinlich die Applikation neu kaufen soll. Diese Option ist jedoch nirgends verfügbar. Ich habe nur die Option "akzeptieren".
    Kennt jemand dieses Problem?
    Ich bin überzeugt, dass es was mit dem AppStore und meiner ID zu tun hat.

    If new versions of iPhoto and the other iLife applications (iMovie and GarageBand) were purchased by the previous owner from the Mac App Store, then they will be locked to the previous owner's Apple ID and cannot be transferred to you. You will have to re-purchase them under your own Apple ID.
    If this is an older MBA that came with Snow Leopard or an earlier version of Mac OS X, though, the system would have come with an installation disk that included the iLife applications, a disk which the seller should have provided to you. Those iLife applications would be older versions, of course, and may or may not work in Lion depending on how old they are.

    I am a new mac user so there is a lot that I don't yet know or understand.  The previous owner did a clean re-install of lion and my air is covered under warranty till August.  We called apple when I bought it to make sure it wasn't stolen and registered it to me. I am just trying to be able to transfer my pictures from my iphone to my air.  I also want to set up icloud which looks like it requires iphoto. Also, what are the other iLife apps?  I have a feeling I will encounter the same issues with those. Thanks for your help.

    Pictured is a screen shot of the error message. I honestly have no idea what any of the error message means, but I can tell you I only have one MacBook.

    The machine thinks that you didn't pay for these apps. Be sure you've logged in to the App Store with the ID you used to set up the machine or purchase the apps in question.

    Remember, any purchased item from the itunes store is forever associated with the Apple ID used to buy it.  So when you get prompted for an ID/password and it doesn't accept it, then you are using the wrong ID.
    Go to Settings>iTunes and App Stores, be sure it's logged into the ID you have set on the iphone (since that one seems to be connecting with the right ID).  If you've done this, then you might wait a bit to see if the "cannot connect to .. store" message has to do with internet connections.

    "This message means that someone tried and failed to sign in to your account multiple times. The Apple ID system disables the account to prevent unauthorized people from gaining access to your information. You need to reset your password, following the instructions at the Apple ID website".
    Visit iForgot.com and follow the instructions there.
    In order to change your Apple ID or password for your iCloud account on your iOS device, you need to delete the account from your iOS device first, then add it back using your updated details. (Settings > iCloud, scroll down and hit "Delete Account")
    Providing you are simply updating your existing details and not changing to another account, when you delete your account, all the data that is synced with iCloud will also be deleted from the device (but not from iCloud), but will be synced back to your device when you login again.
    In order to change your Apple ID or password for your iCloud account on your computer, you need to sign out of the account from your computer first, then sign back in using your updated details. (System Preferences > iCloud, click the sign out button)

    Is there any possible way to achieve my goal? I really want to solve this, looking forward for your assistance.
    Note: This is only "Your Apple ID has been Disabled", it did not mention security reasons and other words / things.
    Random Facts:
    1- I had my phone less than a year. (Iphone 4S)
    2- I never had problems with it
    3- I may have used multiple accounts (2 max.)
    4- Even on my PC, i cannot download any application

    There is no official public documentation of that error message as far as I know, but according to reports, it can mean (at least sometimes) that the same Apple ID is being used with the iTunes Store or one of the other Apple content stores, and the payment method is invalid. Sign in to the store and review your account. You do not, of course, have to provide any billing information to set up an account to use only with iMessage, as it's a free service.
    Otherwise, do what the error message tells you to do.
