Hard drives write data from the top down, if you delete data it doesn't magically shift upwards so there is remaining data on the lower part where BootCamp needs to go.
Apple has not resoved this issue when creating Bootcamp partitions for you, and likely they never will.
The only option is to use a blank powered external drive and (free) Cabon Copy Cloner your OS X partition to the external drive (default settings fine), then reboot holding the option key down so you can select this external drive to boot from.
Once you have marveled at the coolness factor of a bootable clone, you have to erase the internal OS X paritition using the Disk Utility > Zero erase  (one step below max security on 10.7) and once that's finished, to use Carbon Copy Cloner to clone the clone to the internal OS X partition.
Once you do that you can boot the comptuer normally and then easily create the Bootcamp partition.
It's a pain, but it's the only way to shift ALL and ANY data upwards on the OS X partition to make room for BootCamp, which starts at the bottom and works upwards until it hits OS X data.
Siince your OS X data is hit pretty fast, below the minimal BootCamp requirements for Windows 7, this is why it's not being created.
Hope that explains your issue.
If it went over your head, perhaps you need to have a professional install Bootcamp and perform this function for you.

    I keep getting the above error everytime I plug in my iphone.
    I am not daft, I do have the 64bit version of iTunes installed already. When I installed itunes 10.5 and more recently 10.5.1 I got an error message that rolls back a section of the installation (The updater I think) before finishing off installing iTunes.
    After the installation iTunes will work normally apart from when I try to connect a device. At which point I get the title error message and I can not sync my phone.
    It's probably down to Itunes not installing properly however no matter what I try I can not sort the problem out. I've tried uninstalling all apple programmes followed by a registry clean, then reinstall. I've tried the same again but in a specific order. I've tried repairing iTunes, repairing the updater etc etc. Nothing seems to work. I'm out of ideas.
    Has anybody had this problem? Please can somebody tell me how to fix it!
    Getting an iPad this Christmas and if I can't sync that up to my PC I may just have to go over to ANDROID!!!

    If you are using Windows 7, go to:
    Control Panel>Programs>Programs and Features
    Look for a program called 'Apple Mobile Device Support'
    Right-click on it
    Click 'repair'
    Wait until the repair operation is complete, and voila, your problem should be solved, itunes will recognise your iphone/ipod once more. This worked for me.

    Try This:
    1. Turn iPod Touch OFF completely.
    2. Plug iPod Touch into PC/MAC while still of.
    3. Turn iPod touch on, then IMMEDIATELY do the following steps \/
    4. Hold the 'Home button' and 'sleep/wake' button together for atleast 5 seconds.
    5. The Apple logo will appear
    6. When this happens release the 'sleep/wake' button BUT KEEP HOLD OF 'HOME' BUTTON
    7. Your iPod will reboot (Apple logo)
    6. iTunes will recognise iPod in 'Recovery mode'
    8. You will be able to 'restore' your iPod Touch now.
    Hope this resolves your problem. It should if done properly.

    I did all of the starting and restarting Mobile Device Managerand stuff but nothing seemed to work
    (tried starting through task manager-access denied, stopped)
    Device manager should be running in task manager aswell-nothing
    Says its running in devices and it isn’t
    I also have already reinstalled iTunes-everything is up todate
    Any thoughts? Help is much appreciated

    I have had that same problem, but it was unrelated to any upgrade.
    In my case the optical drive was simply failing, and I replaced it - it was a Powerbook, about eight years old.
    It is possible that it's unrelated to Lion, as unlikely as this may seem, since you've just upgraded.
    Optical drives seem to be the most life-limited component in these computers. The laser just seems to get weak with age.
