Tips on getting a proper match in iTunes Match

I have a CD that was released last week - "Dio: This Is Your Life".  When I rip it, iTunes Match does its thing, and it matches only 3 of the 14 songs on the CD, the rest were uploaded.   The entire album/CD is in iTunes, so I know it should be matched.
To that, I tried a few tricks I've used in the past to get around that, and have it match everything.  Which was to tell iTunes to create a copy of the the CD in a different format (like 128k mp3), delete old files (plus from iCloud) and rescan.  That usually works.
That didn't this time - it showed me the same 3 songs, and the other 11 were instantly marked as uploaded - when they had not been.  So its obviously using the uploaded files I did the first time around.  I told you to delete them iTunes, so delete them! 
My question is this - how can I get it to REALLY delete the files from Apple's end, and not just tell me it does, so I can attempt a true rescan, and not just have it pick up the same results for the same album a few rips ago?   Additionally, it is picking up tweaks I made to the song info, I was trying to rip it with the default CD info (I assumed a delete including iCloud would delete all of it, but apparently not), but it doesn't seem to want to forget about my custom changes, either.  Subsequent rips from the CD automatically include the custom changes I made even after I deleted the files, quit iTunes, come back and attempted a re-rip.
So basically:
1) How can I get my iTunes library locally to forget about any custom song tweaks I made to a CD import for subsequent imports of the same CD?
2) Any other tips on attempting to get a better match with iTunes match besides the "make mp3 copy at other bitrate and attempt rescan" trick?

No, this is the US version on CD.  The physical media version has 14 songs.  The iTunes version has 15, but that should in theory be irrelevant, as it matches individual tracks, not entire albums as a collection.

Agreed - I've done that already a few times.

Yeah, one of my main question is how do I get iTunes to "forget" what I've uploaded.  They ask you to "delete from iCloud", but that doesn't REALLY happen.  I had a theory that if you delete something, and don't try and re-access it in like a month, it'll really go away.  I can't imagine Apple storing all the uploaded files people upload and then "delete" indefinitely like that.

I'm aware of that.  I'm a day 1 iTunes Match customer.  I know the official line.  I also know the realities of what people have run into from reading the forums since then. 
"What format and bit rate did you rip the tracks from the CD? Lower bit rates will increase the chance of a track being "uploaded" rather than "matched." I suggest you delete the tracks ripped from the iTunes library and from the cloud and re-rip the tracks in at a higher bit rate. I recommend either ALAC or MP3 @ 320 Kbps."
The original rip attempt was in their "iTunes plus/AAC" format.  That's what I rip most everything with.  In the past, when I've tried this and didn't get matches, I'd go down and do a 128k mp3.  That usually works.  That didn't here, as it "remembered" my upload attempt from the iTunes Plus rip, and my "uploaded" status was instantly duplicated, with nothing actually uploaded on the second (and subsequent attempts).  I haven't tried going the other way and going to 320k mp3 before.
Does iTunes match "match" a wav rip?  Just curious - I've never ripped that way, but I have always wondered.

    Restore them to the new computer using the bakcup of the old one. If you don't have a backup of the old computer, you can re-download music purchased from the iTunes store. If they were imported from CD's, etc. You will either have to re-rip them or purchase third party software to extract them from the phone. The iPhone is not a backup or data transfer device.

    Reading some older threads from 2012 and 2011 it appears the problem was present even then.  Part of the problem was due to people using multiple or different account id's on the various devices.  In my case, I only have one ID and it is the same on all devices yet the iPhone and iPad are still throwing the same error when I try turning on iTunes Match.  This is very frustrating . . . any help out there?  Thanks.

    Try a reset. Hold the Sleep and Home button down for about 10 seconds until you see the Apple logo. Ignore the red slider.

    You might consider itunes match for moving CDs you've copied into your itunes library if you dont have a way to use home sharing.
    iTunes match is an optional service offered by apple that costs about $25 a year.  It scans your music library and if it finds music that is already in apple's itunes catalog it'll automatically "unlock"/"store" these in the cloud for you.  Items that it does not find in the catalog it'll upload and store these in the cloud for you and you can download them on your devices.  See http://www.apple.com/itunes/itunes-match/

    Unless you subscribe to iTunes Match , Apple does not keep a backup of your iTunes library.  Even then it is not the library as it exists on your computer, but some version of the media, and only media files, not playlists.  Even then not all media are definitely available since anything removed from the iTunes Store since you purchased it is not available for re-download.

    In your case it sounds like you will have to obtain non iTunes purchases from their original source or a backup you may have made at some time in the past.

    The steps in the second box are a guide to removing everything related to iTunes and then rebuilding it which is often a good starting point unless the symptoms indicate a more specific approach. Review the other boxes and the list of support documents further down page in case one of them applies.
    Your library should be unaffected by these steps but there is backup and recovery advice elsewhere in the user tip.

    Also, I answer "yes" to the pop-up question, "Would you like iTunes to move and rename the files in your iTunes new media folder to match the 'Keep iTunes media folder organized' preference?"
    How do I get my new installation of iTunes to find and use my songs on the NAS?

    If you're interested in why it went wrong, and how to avoid problems next time... read on.
    Changing the location of the media folder in and of itself doesn't alter where iTunes looks for existing content, nor make it add content from a new location into the library. iTunes expects everything to stay where it was. Keeping the library files on the computer with the media on an external drive or NAS creates a split library. This is harder to move to a new system or preserve during an OS upgrade. Unlike a split library a self-contained portable library in the usual layout can be moved to a new path providing the relative paths from library to media folder remain unchanged. Before upgrading or migrating a library it should be possible to rearrange the library into this portable shape, move the library, test that it works, then if necessary copy the library files back to internal storage for performance.     I believe part of the recovery process is you get an e-mail allowing you to reset questions.  If that e-mail isn't correct either because your son set it up then you really have no option but to ask Apple again.  They are getting strict abotu security and given the number of "My iTunes account got hacked" posts here I can guess why.  They have no way of knowing you really are the owner of the account.  It's like me going to a policeman and saying, "See that car over there?  That is mine, can you open the door for me?" and the police opening it on that basis alone.
