It sounds like you've restored Windows on your PC and iTunes is no longer opening and running normally.
I'd recommend using the instructions found at step 4 and 5 in this article to repair or remove/reinstall your iTunes installation:

Check out the troubleshooting steps in the first article. If it is not resolved, then try and remove iTunes and its related software in the right order and then reinstall.

What should i do?Personally i would save all my existing items to another file. Delete the itunes and Download a new copy from Apple support pages and reinstall. Hopefully that won't have messed up your music. But if it does then delete all content fron Itunes and reimport your back up data

I would recommend uninstalling, then downloading and reinstalling iTunes.

All of a sudden I can't play my itunes, everytime I click on the icon it comes up with an error message " This version of Itunes has not been correctly localized for this language. iTunes didn't completely download all my songs. I updated iTunes and now this message appears "iTunes has not been correctly localized for this language. Please use the english version." The only option I have at this point is to close it down because I can't access iTunes because this message won't allow me to get in.
