You need the Create Conference privilege to be able to create a conference.Where can i create those privileges?

Specifically look for "Assigning Roles to End Users in New Suborganizations" at the end of the page as it outlines how to add an existing role to a user. The role for maintaining conference rooms is "IM Conference Rooms Administrator"
