To make Cookie functionality turn it ON. How?

I'm working on JExplorer Browser to view the sites. I can able to surfing the sites on JExplorer. But when i login to any sites, i will be getting the message like "Your browser's cookie functionality is turned off. Please turn it on".
Tell me how do i make cookie functionality turn ON in JExplorer.

I click the "?" . Instructions are listed on how to turn on the cookie.

How can I make a function accessible to all users?
I have written a stored function called GET_NET_BALANCE.
I can run it but my users cannot.
I have tried the following, but my users still cannot

Got a banner on Firefox that says Cookies are turned off, turn cookies on. How do I do that?

For the first time today a got a banner pop up when I was logging into Firefox that says Cookies is turned off, and that I should turn cookies on. Is that a valid request? How do I turn Cookies on?

Google blogs says that my cookies functionality is turned off, but in the privacy section it says "accept cookies from sites until they expire"--so I don't know what the problem is. is

When I go to post on a google blog and it asks me to sign in, I get a message that says that my cookies fuctionality is turned off, but when I go to firefox, to preferences and privacy, "accept cookies from sites until they expire" is checked. Mailing list form, how to make it functional?

I'm trying to add the typical "Join our Mailing List" form into a website where users can submit their email addresses. I've built the form and now I need to make it functional. I don't know a lick of php or databasing, and after investigating it on the web and the forum there seems to be a bunch of different answers and I'm not sure which direction to go in. Is there an easy way to do this with a premade script somewhere? Would I have to get it from the company that's hosting the site? How do I implement it?

Do I have to change the form ID and the name in line 2? And also I'm not sure what you meant about the hidden field, what exactly do I copy and paste and where do I put it? Ok, so I just worked out that itunes communicates through your browser so it's a cookie in the browser not PC direct that fixes this. Bit of a convoluted route but for me it was IE>Internet setting>privacy>sites, then allow all activity from apple.com/itunes.
