Torch 9800 not using WIFI

Question

HI All,
I got my 9800 from Canada, and using it in Taiwan.
Model: Torch 9800
Carrier: ChungHwa Telecom
OS: 6.0 Bundle 2921 (v6.0.0.666, platform 6.60.241)
I have the BIS plan from my carrier, and connecting via 3G is OK. The problem is, it seems like it's not connecting via wifi. The setting tells me that I am connecting to my home WIFI router.
The router is in my living room, and I am using my computer to stream video from internet at this moment, so the WIFI, internet should be ok, in an adequate speed to download hi-res video. I have very low 3G signal in my living room, and I am expecting my 9800 to use the high speed internet, but it seems it's not doing it... It could not even connect to google.com.
The phone acts like this since I bought it, brand new. But it always acts like this.
Any suggestion to correct this problem is appreciated.

Hi and Welcome to the Community!!
While connected strongly to your carrier data network, I suggest the following steps, in order, even if they seem redundant to what you have already tried (steps 1 and 2 each should result in a message coming to your BB...please wait for that before proceeding to the next step):
1) Register HRT
KB00510 How to register a BlackBerry smartphone with the wireless network
Please wait for one "registration" message to arrive to your Messages app
2) Resend Service Books
KB02830 Send the service books for the BlackBerry Internet Service
Please wait for "Activation" Messages, one per already configured email account, to arrive in your Messages. If you have no already configured email accounts, please wait 1 hour.
3) Batt Pull Reboot
Anytime random strange behavior or sluggishness creeps in, the first thing to do is a battery pop reboot. With power ON, remove the back cover and pull out the battery. Wait about a minute then replace the battery and cover. Power up and wait patiently through the long reboot -- ~5 minutes. See if things have returned to good operation. Like all computing devices, BB's suffer from memory leaks and such...with a hard reboot being the best cure.
Then, check the status of BlackBerry Internet Service via Manage Connections > Services Status. That will tell you the pathway that BIS is using. You should try, when you have a strong WiFi, turning off your Mobile Network radio and see if BIS falls to WiFi for it's pathway. Be advised that I've heard of a few carriers who restrict the use of BIS via WiFi and mandate that all BIS services solely traverse the carrier data network. You would need to talk to your mobile service provider to know if they enforce such a thing.
