Transfer APs (free and purchased) from computer to IPAD

I have downloaded purchased and free APs to my computer. I am trying to sync to IPAD. I connect IPAD and Computer, I Tunes screen, select Device (IPAD) and check new aps and hit Apply however syncing does not transfer??

Are you using the most recent versions of iTunes for the PC and iOS for the iPad? If not, update to the resent software.
Restart the PC. Reset the iPad by pressing and holding the Home and Power buttons together for 10+ seconds, ignoring the red power off slider, until the Apple logo appears. Then try to sync.

I am trying to transfer my playlists and purchases from ipod to new computer. I click on the "transfer purchases" and my computer is authorized but nothing happens. I can't sync and playlists wont show up

I have a new computer with windows 8 and i installed new version of itunes. I transferred all of my music from old computer using jump drive. When I connect my ipod to new computer, I can't transfer purchases, sync, get my playlists from ipod onto computer and can't get my pictures from ipod to computer. My computer is authorized. I don't know what else to do.

I would prefer not using one of those shady online tools... I don't want to lose any of my music or apps since I have some paid ones on there. I'm afraid that if I connect it to the new computer then everything will be lost. If that happens the I'll never be able to get any of my music and apps back (or at least it'll be real difficult). Following up on this thread,
I have a new iMac on the way and my current is from 2008, never had a problem but I am sure there are internal issues that I would prefer not to transfer.
I have no issues other then the slowness in certain programs and that is the main reason to buy a new one.
Programs like numbers and pages seem to take a longer time to open after I update to Yosemite.
I only use 272GB of 500 GB, my memory is 4GB and I am upgrading to 8Gb and bought the 4.0 processor.
Question:
Is there a way to manually transfer items or would that be a waste of time in that if there are issues they could be anywhere and would transfer anyway?
