You cannot. They both sync to your computer.
All of your msuic should be on your computer. Sync it to your ipad from your computer

If you mean .wma files, sure. But you have to import them into iTunes before you can sync them to your device. All music has to go through iTunes.

There is no way to transfer the music from one device to the other without using iTunes. Have you tried to recover your ID and password?

It has always been very basic to always maintain a backup copy of your computer for just this reason.
Use your backup copy to put everything back.
The music sync is one way - computer to ipad. The only exception is itunes purchases: File>Transfer Purchases

iTunes is not allowing me to transfer music that I haved loaded from a CD into iTunes on my PC from my iTunes into iPad. How do I do that?

It sounds like you’ve imported music into the iTunes library from a CD and you’re running into an issue syncing the tracks to your iPad. If the issue is occurring when you try to drag and drop the music onto the device, make sure you have ‘Manually manage music and videos’ checked, as shown in the article linked below.

I created a original song a few years ago put it in itunes on computer and synced it to my ipad. That computer and the original music are gone. The only place it exists is on my ipad. How do i get it back to my computer. I have not "synced" my music since it will erase my ipad tunes and replace it with the library on my new computer which does not have the original song.

You will need a third-party computer app to move the song. One example of these Apps is Senuti (MAC).others are available for the PC.

This process will copy all music from the device to a computer or Windows PC:
1.Turn off automatic syncing in iTunes, do this through iTunes Preferences > Devices > check “Prevent iOS hardware from syncing automatically”, then quit iTunes
2.Download Coolmuster iPhone iPad iPod to Mac transfer and install it
3.Connect the iPhone, iPad, or iPod to the Mac by USB
4.Launch iExplorer and click the arrow next to the iOS devices name, then click the arrow next to “Media” and then again next to “iTunes_Control”
5.Drag the entire “Music” folder to a location on the desktop, this is all of your music and it may take a while to transfer
6.Quit iExplorer when finished
When finished all music will have been successfully copied from the iOS device to the Mac or PC, all while maintaining the music stored on the iPod/iPhone as well.

You need to transfer the iTunes Library from the most recent backup you made before the hard drive was replaced.
You can't transfer the full iTunes Library from the iPad back to iTunes.
There are third-party Windows applications that will transfer data from an iOS device, but they don't re-create the iTunes Library exactly as it was before.

You can search within your music folder on your pc, or within documents folder for a music folder.
In any case, you would need to sync with itunes

Another way. You can use a USB flash drive & the camera connection kit.
Plug the USB flash drive into your computer & create a new folder titled DCIM. Then put your movie/photo files into the folder. The files must have a filename with exactly 8 characters long (no spaces) plus the file extension (i.e., my-movie.mov; DSCN0164.jpg).
Now plug the flash drive into the iPad using the camera connection kit. Open the Photos app, the movie/photo files should appear & you can import. (You can not export using the camera connection kit.)
